accordance with Section 5-205, to increase the designated model
year of vehicles for assessment purposes, to exempt certain
vehicles from assessments, and to reimburse political subdivi-
sions in accordance with Section 11-1002.2 for expenses in-
curred in the disposition of abandoned vehicles which are totally
destroyed, to allow a unit of government to designate an agent
for the removal and disposition of vehicles abandoned from public
and private property, and to exempt auto wreckers from retain-
ing vehicles for thirty (30) days for notification procedures for
vehicles over eight (8) years old, to increase the amount of the
bounty, and to increase the amount of the bounty paid to auto
wreckers and scrap processors and generally relating thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 3-803 of 3-830 OF ARTICLE 66½ OF the Annotated
Code of Maryland (1970 Replacement Volume and 1971 Supplement),
title "Vehicle Laws," subtitle "Certificates of Title and Registration
of Vehicles," be and THEY are hereby repealed and re-enacted,
with amendments, and THAT subsections (b) and (d) of Section
5-203, and Section 5-205 of Article of the Annotated Code of
Maryland (1970 Replacement Volume and 1971 Supplement), title
"Vehicle Laws," THE SAID ARTICLE OF THE CODE, subtitle
"Licensing of Dealers, Wreckers, Scrap Processors and Vehicle
Salesmen," be and THEY are hereby repealed and re-enacted, with
amendments, and THAT subsections (d) and (f) (5) of Section
11-1002.2 of Article 66½ of the Annotated Code of Maryland (1970
Replacement Volume and 1971 Supplement), title "Vehicle Laws,"
THE SAID ARTICLE OF THE CODE, subtitle "Rules of the Road,"
be and THEY are hereby repealed and re-enacted, with amend-
ments, and all to read as follows:

3-830.

(A) The ([Department] Administration shall collect for each cer-
tificate of title the sum of two dollars ($2.00), one dollar ($1.00) of
which may be used for the purpose of administering ![,] the provi-
sions of [Subtitle 5 of this article, for] Section 5-205 and subsection
(d) of Section 11-1002.2 of this Article. For
vehicles required to be
inspected as provided for in Subtitle 13 of this article, the [Depart-
ment] Administration shall collect for each certificate of title the
sum of four dollars ($4.00), two dollars ($2.00) of which MAY be
used for the purpose of enforcing the provisions of Subtitle 13, and
one dollar ($1.00) of which may be used for the purpose of admin-
istering the provisions of [Subtitle 5.] Section 5-205 and subsection
(d) of Section 11-1002.2 of this Article.

The fees collected herein for the purpose of administering the

provisions of Section 5-205 and subsection (d) of Section 11-1002.2

of this Article shall go into a Special Fund in the State Treasury

known as the Abandoned Vehicles Fund. All sums received be the
Treasurer pursuant to the provisions of this section shall become

part of the fund, and shall be held by the Treasurer in trust for
carrying out the purpose of Section 5-205 and subsection (d) of

Section 11-1002.2 of this Article, Whenever the State Treasurer

finds that monies in the Abandoned Vehicles Fund are in excess

of reserves likely to be needed for the purpose thereof, he may
transfer the excess to the Transportation Trust Fund as provided
