taking of possession or to the date of taking of title and possession
as the case may be. The City may upon proper petition and order,
withdraw from the sum so paid into Court, monies in satisfaction
of such public charges, City and state taxes, other assessments, and
ground rents so paid by the City, all adjusted as aforesaid.

(g) Payment into Court by the Mayor and City Council of Balti-
more and receipt of such money by the property owner or owners
shall be without prejudice to either party and shall not be construed
to prevent either party from requiring a subsequent trial to deter-
mine the value of the property. If the amount of the final award
for any property owner, after trial, is more than the amount that
was paid into Court by the City for the interest of such property
owner, such property owner shall be entitled to a judgment against
the City for the difference between such amounts. If the final award
for any property owner, after trial, is less than the amount that
was paid into Court by the City for the interest of such prop-
erty owner, the City shall be entitled to a judgment against such
property owner, for the difference between such amounts.

Sec. 2. And be it further enacted, That the provisions of this
Act are hereby declared to be severable, and in case it be judicially
determined that any word, phrase, clause, item, sentence, paragraph
or section of this Act, or the application thereof to any person or
circumstances, is invalid, the remaining provisions and the appli-
cation of such provisions to other person or circumstances shall not
be affected thereby, it being hereby declared that the remaining
provisions of this Act would have been enacted without the word,
phrase, clause, item, sentence, paragraph, or section, or the appli-
cation thereof, so held invalid.

Sec. 3. And be it further enacted, That this Act shall take effect
on July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 3-830
of Article 66½ of the Annotated Code of Maryland (1970 Replace-
ment Volume and 1971 Supplement), title "Vehicle Laws," subtitle
"Certificates of Title and Registration of Vehicles," AND to repeal
and re-enact, with amendments, subsections (b) and (d) of Section
5-203, and Section 5-205 of Article 66½ of the Annotated Code
of Maryland (1970 Replacement Volume and 1971 Supplement),
title "Vehicle Laws,"
THE SAID ARTICLE OF THE CODE,
subtitle "Licensing of Dealers, Wreckers, Scrap Processors and
Vehicle Salesmen," AND to repeal and re-enact, with amend-
ments, subsections (d) and (f) (5) of Section 11-1002.2 of
Article 66½ of the Annotated Code of Maryland (1970 Replace-
ment Volume and
1971 Supplement), title "Vehicle Laws," THE
SAID ARTICLE OF THE CODE, subtitle "Rules of the Road,"
