13-105.

(b) The provisions of this section shall not apply to:

(1)  Vehicles transferred involuntarily or vehicles transferred
under the provisions of Sections 3-114, 11-1002.1, or 11-1002.4
[11-1002 (f) (4)] of this article, and in such cases, the purchaser
or transferee shall obtain a certificate as defined under this sub-
title;

(2)   Sales or transfers of used motor vehicles to any registered or
foreign dealer;

(3)  Any transfer if accompanied by a signed statement by the
purchaser or transferee that the sale or transfer is made for the
purpose of dismantling or rebuilding the vehicle;

(4)  Transfers between spouses [.] , and transfers between parents
and their children and children and their parents.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 414
(Senate Bill 426)

AN ACT to to repeal and re-enact, with amendments, Section 723,
724, 725 and 726 of Article 66C of the Annotated Code of Mary-
land (1970 Replacement Volume), title "Natural Resources," sub-
title "Wetlands," subheading "Private Wetlands," AND TO ADD
NEW SECTION 719 (G) TO THE SAME ARTICLE, TITLE,
SUBTITLE, AND SUBHEADING, TO FOLLOW IMMEDIATE-
LY SECTION 719 (F) THEREOF, requiring the Secretary of
Natural Resources to delineate the landward boundaries of all
wetlands in the State on suitable maps or aerial photographs, pro-
viding procedures for the determination of State and private wet-
lands, and dealing generally with wetlands.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 723, 724, 725 and 726 of Article 66C of the Annotated
Code of Maryland (1970 Replacement Volume), title "Natural Re-
sources," subtitle "Wetlands," subheading "Private Wetlands," be
and they are hereby repealed and re-enacted, with amendments, AND
SECTION 719 (G) IS HEREBY ADDED TO THE SAME ARTI-
CLE, TITLE, SUBTITLE, AND SUBHEADING, TO FOLLOW
IMMEDIATELY SECTION 719 (F) THEREOF, ALL to read as
follows:

719.

(G) "LANDWARD BOUNDARY OF WETLANDS" MEANS
THE COMMON BOUNDARY BETWEEN WETLANDS AS DE-
FINED IN THIS SECTION AND LANDS NOT INCLUDED
WITHIN THE DEFINITIONS OF WETLANDS APPEARING IN
THIS SECTION.
