CHAPTER 412
(Senate Bill 424)

AN ACT to add new Section 231-IJ 231-IA to Article 41 of the An-
notated Code of Maryland (1971 Replacement Volume), title
"Governor—Executive and Administrative Departments," subtitle
"The Department of General Services," to follow immediately-
after Section 231-1 thereof, to require the Secretary of General
Services, in purchasing any paper or paper products as supplies
and materials for all departments, boards, commissions, bureaus,
divisions, institutions, and agencies of the State of Maryland (the
"using authorities") to purchase or approve for purchase only
such materials and supplies that are manufactured or produced
from recycled paper, to the fullest extent practicably possible.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 231-IJ 231-IA be and it is hereby added to Article
41 of the Annotated Code of Maryland (1971 Replacement Volume),
title "Governor—Executive and Administrative Departments," sub-
title "The Department of General Services," to follow immediately
after Section 231-I thereof, and to read as follows:

231-IJ. 231-IA.

In purchasing any paper or paper products as materials and
supplies for the using authorities pursuant to the authority granted
by Section 231G of this article, the Secretary of General Services,
to the fullest extent practicably possible, shall purchase or approve
for purchase only such materials and supplies that are manufactured
or produced from recycled paper.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 413
(Senate Bill 425)

AN ACT to repeal and re-enact, with amendments, Section 13-105
(b) (4) of Article 66½ of the Annotated Code of Maryland (1970
Replacement Volume), title "Vehicle Laws," subtitle "13. Inspec-
tion of Used Vehicles and Warnings for Defective Equipment,"
to exempt transfers between parents and children and children
and parents from those requiring a certificate that the vehicle
meets or exceeds the minimum standards for equipment and
mechanisms prescribed under this subtitle.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 13-105 (b) (4) of Article 66½ of the Annotated Code
of Maryland (1970 Replacement Volume), title "Vehicle Laws," sub-
title "13. Inspection of Used Vehicles and Warnings for Defective
Equipment," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
