AN ACT to repeal and re-enact, with amendments, Section 70 of
Article 81 of the Annotated Code of Maryland (1969 Replacement
Volume), title "Revenue and Taxes," subtitle "Tax Sales," pro-
viding that unpaid taxes on personal property shall be a lien on
personal property and on real estate in Baltimore City.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 70 of Article 81 of the Annotated Code of Maryland
(1969 Replacement Volume), title "Revenue and Taxes," subtitle
"Tax Sales," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
70.
From and after January 1, 1944, all unpaid State, county and city
taxes on real estate shall be until paid, liens on the real estate in
respect to which they are levied from the date they became or
become payable; and in Frederick and Cecil counties, and in Balti-
more City from and after July 1, 1972, all unpaid taxes on personal
property shall be a lien on the personal property and on the real
estate of the owner of the personal property in the same manner
in which taxes on real estate are now liens on the real estate with
respect to which they are levied.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Sections 2, 14 (a)
and 16 (a) of Article 49B of the Annotated Code of Maryland (1968
Replacement Volume and 1971 Supplement), (1972 REPLACE-
MENT VOLUME), title "Human Relations Commission," subtitle
SUBTITLES "Commission on Human Relations," and "Enforce-
ment Powers of Commission"; to add new Section 4 to the said
Code, article, title, subtitle "Commission on Human Relations," to
follow immediately after Section 3 thereof; to add new Section 14
(g) to the said Code, article, title, subtitle "Enforcement Powers of
Commission," to follow immediately after Section 14 (f) thereof;
and to repeal Section 15 of said Code, article, title and subtitle, and
to enact new Sections 15, 15A and 15B in lieu thereof to stand in the
place of the section repealed; to provide per diem compensation
for members of the Human Relations Commission; to reduce the
number of members of a hearing tribunal OF THE COMMIS-
SION ON HUMAN RELATIONS, and to provide a procedure for
review of a decision of said tribunal; to provide for a Hearing
Master at a hearing and for his duties and compensation; to pro-
