the event is to be held. CLEARLY SHOWING THE LOCATION
OF ALL RESERVE SEATS, AND ALL PHYSICAL OBSTRUC-
TIONS TO THE VIEWING OF THE EVENT. THE PROVISIONS
OF THIS SECTION SHALL NOT APPLY TO NON-PROFIT
ORGANIZATIONS.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(Senate Bill 296)

AN ACT to add new REPEAL AND RE-ENACT, WITH AMEND-
MENTS, Section 26 40A to OF Article 40 of the Annotated Code
of Maryland (1971 Replacement Volume), title "General Assem-

bly," to follow immediately after Section 26 thererof and to be

under the new subtitle "Joint Standing Committee on Executive
and Administrative , EXECUTIVE AND LEGISLATIVE Review,"
to create a Joint Standing Executive and Administrative Review
Committee composed of members of the General Assembly which
has the power to review and make recommendations to the General
Assembly on all rules, regulations, and standards promulgated by
each executive and administrative department of the State govern-
ment pursuant to the Administrative Procedure Act from and
after July 1, 1972; to provide for the number and manner of
selection of the Committee's members; to provide for a procedure
which the Committee shall use when reviewing such rules, regula-
tions and procedures, TO CHANGE THE NAME OF THE COM-
MITTEE, TO INCREASE ITS SIZE AND SPECIFY ITS COM-
POSITION, TO INCREASE ITS JURISDICTION, TO REQUIRE
THAT ALL PROPOSED RULES, REGULATIONS AND STAND-
ARDS BE SUBMITTED TO THE COMMITTEE, and relating
generally thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 26 40A be it is hereby added to OF Article 40
of the Annotated Code of Maryland (1971 Replacement Volume), title
"General Assembly," to follow immediately after Section 26 thereof
and BE AND IT IS HEREBY REPEALED AND RE-ENACTED,
WITH AMENDMENTS, to be under the new subtitle "Joint Stand-
ing Committee on Executive and Administrative , EXECUTIVE
