Academy Alumni Association, Inc., and located at the corner of
College Avenue and King George Street, in Annapolis; (2) real and
personal property owned by the Naval Academy Athletic Association
in Annapolis and in the county when such property is used for
athletic events and purposes; (3) real and personal property owned
by the Habonim Camp Association Company, Incorporated; and (h)
from county taxation only, real property, title to which is held by
nonprofit community civic associations or corporations, which prop-
erty is dedicated by appropriate plat or deed restrictions to the use
of the lot owners within the community, and which use is not
contingent upon the payment of dues to such association or corpora-
tion or upon the payment of fees or other compensation in return for
admission to or use of the property. As used in this paragraph (4)
"dues" and ''fees or other compensation" shall not include assess-
ments exacted by such association solely for the improvement or
maintenance of the roads, property, or other facilities of the com-
munity.

(d)    In Baltimore City, real property described as the old Lloyd
Street Synagogue, owned by the Jewish Historical Society of Mary-
land, Inc., located at the northeast corner of Lloyd and Watson Streets
and all tangible personal property thereon.

(e)    In Baltimore County, real and tangible personal property
owned by the Gunpowder Youth Camps, Inc., when used exclusively
as a nonprofit youth camp.

(f)    In Carroll County, from county taxation only, real property
owned by a nonprofit community or civic improvement association or
corporation, which is devoted to and used exclusively for community,
civic, educational, or library purposes, and where such use is not
contingent upon the payment of any fee or other compensation.
Assessments exacted and employed by the association or corporation
solely for the improvement or maintenance of the property are not
"fees or other compensation" under the terms of this paragraph.

(g)    In Cecil County, (1) real and tangible personal property
owned by the Society for the Preservation of Maryland Antiquities,
Inc., and (2) real and tangible personal property owned by the
Friends of the Library of Cecil County, Maryland, Inc.

(h) In Charles County, from county taxation only, real and tan-
gible personal property owned by the Charles County Fair, Inc., and
located at LaPlata.

(i) In Dorchester County, real and tangible personal property
owned by the Women's Auxiliary of the Cambridge Maryland Hospi-
tal as of July 1, 1969.

(j) In Frederick County, (1) real and tangible personal property
owned by the Frederick Optimist Boys' Foundation, Inc., to the ex-
tent that such property is not commercially rented. As used herein,
operation of a parking lot, even at a fixed charge, is not commercial
renting. That part of the property not included under a lease is
entitled to exemption; and (2) from county taxation only, real prop-
erty owned by the Emmitsburg Civic Association, Inc.

(k) In Howard County, from local front foot charges for water,
sanitary, storm sewers or other utilities only, real property owned by
community associations and used for public parks, playgrounds, or
