shall be limited only by the cost of the facility, or group of facilities,
to be financed with the proceeds thereof and there shall be no limi-
tation on the aggregate amount of such bonds which may be out-
standing at any one time.

As used in this Subsection, the following words shall have the
following meanings:

(1)  The word "facility" shall mean any improvement or addition to
the park or recreation systems of the Commission for the use or en-
joyment of which the Commission has determined to make or author-
ize a charge or fee, or from which it has contracted to collect rent
based on any such charge or fee, provided a similar fee or charge
is made for similar improvements constructed elsewhere in said park
or recreation system. Said word shall include swimming and bathing
facilities, ice skating rinks, playing fields, and parking areas, and
related activities, and all buildings, structures, PARKING AREAS,
and equipment necessary and incidental to any of the foregoing. The
word shall not include roads, drives or highways, sanitary facilities
or equipment except to the extent necessary for the service of any
facility, or group of facilities, nor shall it include schools or other
structures for general education, facilities for the sale of intoxicat-
ing beverages, airports or air strips, or any improvement or struc-
ture for use in wagering, betting or games of chance.

(2)   The word "cost" shall mean the actual cost of constructing or
acquiring a facility, the cost of improving, restoring, remodeling or
enlarging any facility so acquired, the cost of surveys, studies, draw-
ings, architectural and engineering plans and specifications, the cost
of site assembly, including legal proceedings, title fees and settlement
charges, the cost of issuance of revenue bonds, including advertising
and printing charges and legal fees, the cost of interest on any such
bonds during construction of a facility, or groups of facilities, ANY
FACILITY and for a period of one year after completion thereof,
including the actual costs to the Commission of performance of any
of the foregoing functions by its own staff, which costs may be
reimbursed to the Commission from the proceeds of revenue bonds
issued to finance the facilities with respect to which such services
have been performed.

(3)  The words "revenue" or "revenues" shall mean the gross or
net return which the Commission initially estimates it will receive
and which it, in fact, receives from the operation of any facility,
including rentals contracted for and received with respect to any
facility leased by the Commission to a private person or to another
public agency. Said words shall not include any funds of the Com-
mission derived by it from a source other than a facility, or group
of facilities; which the Commission may allocate or agree to allocate
to any such facility, or group of facilities, as a supplement to the
revenues thereof, but nothing herein contained shall be construed
to preclude the Commission from pledging such other funds to the
operation and maintenance of a facility, or group of facilities. ANY
FACILITY.

Authority is hereby conferred on the Commission to fix and, from
time to time, alter or amend fees and charges for the use of any
such facility, or group of facilities, or to contract for the rental
thereof on such basis as shall provide revenues sufficient to meet
debt service on revenue bonds issued to finance the facility, or groups
of facilities, ANY SUCH FACILITY leased.
