until and unless he or it has received such a certificate of approval
from the commission. The failure of the commission to act upon an
application within forty-five (45) days from the date the appli-
cation was filed shall be deemed to constitute automatic approval of
the proposed changes unless an extension of this forty-five day
period is agreed upon mutually by the applicant and the commission
or the application has been withdrawn.
Sec. 2. Arid be it further enacted, That this Act shall take effect
July 1, 1971.

(Senate Bill 232)
AN ACT to add new subsection (j) to Section 70-56 of the Mont-
gomery County Code (1965 Edition, as amended), and new sub-
section (j) to Section 59-50 of the Code of Public Local Laws of
Prince George's County (1963 Edition and 1967 Supplement, as
amended), being Articles 16 and 17, respectively, of the Code of
Public Local Laws of Maryland, titles "Montgomery County" and
"Prince George's County," subtitle "Park and Planning Commis-
sion," to follow immediately after each subsection (i) of Sections
70-56 and 59-50 of the respective county codes, to authorize The
Maryland-National Capital Park and Planning Commission to issue
revenue bonds for the purposes of constructing public swimming
and ice-skating facilities in Prince George's County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new subsection (j) be added to Section 70-56 of the Mont-
gomery County Code (1965 Edition, as amended), and new sub-
section (j) to Section 59-50 of the Code of Public Local Laws of
Prince George's County (1963 Edition and 1967 Supplement, as
amended), being Articles 16 and 17, respectively, of the Code of
Public Local Laws of Maryland, titles "Montgomery County" and
"Prince George's County," subtitle "Park and Planning Commis-
sion," to follow immediately after each subsection (i) of Sections
70-56 and 59-50 of the respective county codes, and to read as follows:
70-56.
(j) For the purpose of paying the cost of any swimming and ice-
skating facility, or group of facilities FACILITIES in Prince
George's County, for the use or benefit of which the Commission pro-
poses to make or authorize a charge, and which will comprise an
integral part of the park and recreation systems of the Commission,
authority is hereby conferred on the Commission, in addition to all
authority conferred elsewhere in this subtitle, to issue its bonds pay-
able as to principal and interest solely or in part from the net or
gross rents or revenues realized by the Commission from any such
facility, or group of facilities. Said bonds shall be designated Rev-
enue Bonds, the amount thereof which may be issued at any one time
