OR CRABS, OR SHELLFISH FROM EACH COUNTY AND BALTI-
MORE CITY, AND 13 SEAFOOD DEALERS OR PROCESSORS
ELECTED ACCORDING TO PROCEDURES ADOPTED BY THE
SECRETARY OF NATURAL RESOURCES AFTER CONSULTA-
TION WITH EXISTING ORGANIZATIONS OF MARYLAND
SEAFOOD DEALERS AND PROCESSORS. THE COMMITTEE
MEMBER ELECTED FROM EACH COUNTY AND BALTIMORE
CITY SHALL BE ELECTED BY SECRET BALLOT PURSUANT
TO REGULATIONS ADOPTED BY THE DIRECTOR OF THE
FISH AND WILDLIFE ADMINISTRATION. ONLY HOLDERS
OF COMMERCIAL LICENSES TO TAKE FISH, CRABS, OR
SHELLFISH SHALL BE ENTITLED TO VOTE IN THE ELEC-
TION.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 429
(Senate Bill 1)

AN ACT to repeal and re-enact, with amendments, Sections 402 and
410(a) of Article 81 of the Annotated Code of Maryland (1969
Replacement Volume and 1970 Supplement), title "Revenue and
Taxes," subtitle "Admissions and Amusement Tax," and to repeal

Section 405 (f) of the said article and subtitle of the Code; AND

AS OF THE END OF JUNE 30, 1972, TO REPEAL ALL OF
SECTIONS 402 THROUGH 411, INCLUSIVE, OF THE SAID
ARTICLE OF THE CODE, AS THESE SECTIONS EXIST ON
THAT DATE, AND TO ENACT AS OF JULY 1, 1972, NEW
SECTION 402 IN LIEU THEREOF, TO STAND IN THE PLACE
OF THE SECTIONS SO REPEALED, to change the kinds of
places and events to which the State tax on admissions and amuse-
ments is charged on amounts for entrance to such places or events,
to change the rates of the tax and the events and places subject to
different rates of tax, to repeal exemptions from this tax to change
the disposition of the proceeds of the tax, to make corrections and

remove obsolete language, and to generally change the applicability

of the tax to certain events and places TO REDUCE THE RATE

OF THE TAX, TO CHANGE THE DISPOSITION OF THE PRO-
CEEDS OF THE TAX, TO MAKE CORRECTIONS AND RE-
MOVE OBSOLETE LANGUAGE, TO ABOLISH THE POWER
OF THE STATE OF MARYLAND TO LEVY AND COLLECT
TAXES IMPOSED BY THIS SUBTITLE EXCEPT FOR THE
POWER TO COLLECT ALL SUCH TAXES LAWFULLY DUE
AND OWING AS OF JUNE 30, 1972, AND TO AUTHORIZE
THE SEVERAL COUNTIES AND THE SEVERAL INCORPO-
RATED CITIES AND TOWNS IN THIS STATE TO LEVY AND
