If any provision of this subheading is declared unconstitutional
or the applicability thereof to any person or circumstances is held
invalid, the constitutionality of the remainder of this subheading and
applicability thereof to other persons and circumstances shall not be
affected thereby.

Sec. 2. Nothing contained in this Act restricts the control or
authority exercised by the Maryland State Board of Agriculture
empowered in the following acts, as amended from time to time:

(1)    The Maryland Wholesome Meat Act of 1968;

(2)    The Maryland Commercial Feed Law of 1958;

(3)    The Agricultural Lime Law (1935) ;

(4)    The Maryland Commercial Fertilizer Law of 1963;

(5)    The Pesticide Applicators Law of 1969;

(6)    The Maryland Pesticide Law of 1958;

(7)    The laws dealing with livestock, livestock health, livestock
sales, dairies, tuberculin or mallein as found in Article 66C, Section
412, et. seq.;

(8)    The Maryland Weights and Measures Law;

(9)    Maryland Egg Law of 1961; and

(10)  Maryland Poultry Products Inspection Act of 1970.

Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Sections 141(c),
144, 145(b), 145(c) (1 THROUGH 3), 147, 149, 151, 153(a),
154(C), 154(d) and 156 of Article 26, Annotated Code of Maryland
(1957 Edition, 1966 Replacement Volume, 1970 Cumulative Supple-
ment), title "Courts," subtitle "Districts Courts"; TO ADD NEW
SECTIONS 145(B)(11) AND 145(E) AND (F) TO SAID CODE
AND IN SAID TITLE AND UNDER SAID SUBTITLE, TO FOL-
LOW IMMEDIATELY AFTER SECTION 145(B)(10) AND
145 (D) THEREOF, to add a new Section 150A to said Article 26; to
repeal and re-enact, with amendments, Sections 2-320(a), 16-
209 and 17-103.1 of Article 66½, Annotated Code of Maryland
(1957 Edition, 1970 Replacement Volume and Interim Supple-
ment), title "Vehicle Laws," subtitles, respectively, subtitle 2
"Highway Safety Administration" Part III "Department of Motor
Vehicles," subtitle 16 "Parties and Procedures Upon Arrest, Trial,
