CHAPTER 421
(House Bill 1274)
AN ACT to add new subsection (c) (ix) to Section 3 of Article 76A
of the Annotated Code of Maryland (1969 Replacement Volume
and 1970 Supplement), title "Public Information" to follow im-
mediately after subsection (c) (viii) of Section 3 thereof, to pro-
vide that the right of inspection may be denied to persons
requesting circulation records maintained by public libraries.
Section 1. Be it enacted by the General Assembly of Maryland,
That new subsection (c) (ix) be and it is hereby added to Section 3
of Article 76A of the Annotated Code of Maryland (1969 Replacement
Volume and 1970 Supplement), title "Public Information" to follow
immediately after subsection (c) (viii) thereof, and to read as
follows:

(c) (ix) Circulation records maintained by public libraries show-
ing personal transactions by those borrowing from them.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 422
(Senate Bill 4)
AN ACT to repeal Sections 187 through 191, inclusive of Article 43 of
the Annotated Code of Maryland (1957 Edition, 1965 Replacement
Volume and 1970 Cumulative Supplement), title "Health," sub-
title "Adulteration of Food and Drink," subheading "Food and
Drug Law," and to enact new Sections 187 through 191E, inclusive,
in lieu thereof, to stand in the place of the sections so repealed and
to be under the same title and subtitle and under the new subhead-
ing "Maryland Food, Drug and Cosmetic Act"; to repeal laws re-
lating to the regulation of the manufacture and sale of adulterated,
misbranded or insufficiently labeled food, water, drugs, cosmetics,
and disinfectants, to prohibit the manufacture, sale and delivery
of adulterated or misbranded food, drugs, devices or cosmetics and
to prohibit certain other acts relating to food, drugs, devices, and
cosmetics, to authorize the Attorney General to obtain injunctive
relief against violations, to provide criminal penalties for viola-
tions, to permit the seizure and destruction of certain food,
drugs, devices or cosmetics and to provide for a cause of action
against the Secretary for the wrongful destruction of perishable
articles, to provide for the prosecution of violations by State's
attorneys, to authorize the Secretary of Health and Mental
Hygiene to establish standards of identity and quality, to define
adulterated and misbranded food, to authorize the Secretary of
