OR PROCEDURES OF HIS EMPLOYMENT MAY TAKE THE
COMPLAINT TO THE COUNTY ROAD ENGINEER. THE
COUNTY ROAD ENGINEER SHALL CONSIDER AND PROMPT-
LY ANSWER THE COMPLAINT, EITHER GRANTING OR NOT
GRANTING, IN WHOLE OR IN PART, THE REMEDY SOUGHT;
AND THE COUNTY ROAD ENGINEER SHALL KEEP THE
COUNTY ROADS BOARD GENERALLY INFORMED CON-
CERNING ALL COMPLAINTS AND THEIR ANSWERS. IF THE
COMPLAINING EMPLOYEE IS DISSATISFIED WITH THE
DECISION OF THE COUNTY ROAD ENGINEER, IN WHOLE
OR IN PART, HE MAY APPEAL THE MATTER TO THE SEC-
RETARY OF PERSONNEL AND MAY AVAIL HIMSELF OF
ALL THE PROCEDURES AND APPEALS PROVIDED GENER-
ALLY FOR STATE EMPLOYEES UNDER OR PURSUANT TO
ARTICLE 64A OF THE ANNOTATED CODE OF MARYLAND,
TITLE "MERIT SYSTEM." THE SECRETARY OF PERSON-
NEL SHALL NOTIFY THE COUNTY ROAD ENGINEER OF
THE FINAL DECISION UNDER AND PURSUANT TO ARTICLE
64A, AND THE COUNTY ROAD ENGINEER SHALL ACCEPT
AND CONFORM TO THIS DECISION.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 35A-1 (a)
of the Code of Frederick County, Maryland, 1959, as amended,
being Article 11 of the Code of Public Local Laws of Maryland,
title "Frederick County," subtitle "Chapter 35A. Personnel,"
amending the laws concerning the applicability of certain personnel
provisions in Frederick County in order to make them apply to
employees who are paid by the County Commissioners.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 35A-1 (a) of the Code of Frederick County, Maryland,
1959, as amended, being Article 11 of the Code of Public Local Laws
of Maryland, title "Frederick County," subtitle "Chapter 35A. Per-
sonnel," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
35A-1.
(a) The provisions of this chapter shall apply to all county em-
ployees paid on an hourly, weekly, monthly or yearly rate, and who
are appointed by or through the direction of or paid by the county
commissioners.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
