Sec. 6. And be it further enacted, That for the purpose of paying
the interest on said notes and/or bonds and for redeeming said notes
and/or bonds as they mature, the County Commissioners of Wash-
ington County shall annually levy such tax upon the assessable prop-
erty of said County as may be necessary to pay the annual interest
on said notes and/or bonds and to redeem said notes and/or bonds
as they become due until all of said notes and/or bonds shall have
matured and been redeemed. The taxes so levied shall be collected
in the same manner as other taxes are levied and collected in said
County.
Sec. 7. And be it further enacted, That this Act shall be known as
the "Ground and Surface Water Drainage Act of 1971."
Sec. 8. And be it further enacted, That the various provisions of
this Act shall be regarded as separate and severable, and should any
section, sentence, clause or provision thereof be held invalid or
unconstitutional for any reason, the validity of the remaining parts
hereof shall not be affected thereby.
SEC. 9. And be it further enacted, That this Act shall take effect
June 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 2-3(a)
of Article 33 of the Annotated Code of Maryland (1971 Replace-
ment Volume), title "Election Code," subtitle "Election Boards
and Employees," to increase the salaries of the chairman and as-
sociate members of the Board of Elections for Cecil County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 2-3(a) of Article 33 of the Annotated Code of Mary-
land (1971 Replacement Volume), title "Election Code," subtitle
"Election Boards and Employees," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
2-3.
(a) Each member of the boards of the several political subdivi-
sions of the State shall receive an annual salary of not less than the
following amounts:
(1) Allegany County: $1,080.
(2) Anne Arundel County: $1,800.
(3) Baltimore City: $5,000; such salaries shall be established
in the annual ordinance of estimates but shall not be less than as
provided herein.
