(vi) To examine, audit, and approve all bills, demands, or charges
against the county and to determine their regularity, legality, and
correctness.

(vii) To examine regularly the books, papers and records of each
department and agency of the county government and to report their
condition
to the Board of County Commissioners [the condition in
which he finds them]. The [County Commissioners] county com-
missioners
shall make provision for an annual audit of the books and
accounts of the county by the appointment of an independent
auditor.

(viii) To supervise and manage for the county, the purchase of
materials, goods, and services, following accepted and proper pur-
chasing procedure, [insofar as they are not subject to] consistent
with
any State law or regulation.

(ix) To perform [such] any other functions [as may be] as-
signed to him from time to time by the county commissioners and
The Director of Administration.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 340
(House Bill 1199)

AN ACT to repeal Section 233A of Article 18 of the Code of Public
Local Laws of Maryland (1930 edition), title "Queen Anne's
County," subtitle "Law Library" as such section was enacted by
Chapter 290 of the Acts of 1957 and last amended by Chapter 115
of the Acts of 1967 and to enact in lieu thereof a new Section 233A
to be under the new subtitle "Court Law Library," and to add new
subsection (c) to Section 10 of Article 36 of the Annotated Code
of Maryland (1965 Replacement Volume and 1970 Cumulative
Supplement) title "Fees of Officers," subtitle "Attorneys," to follow
immediately after subsection (b) thereof, to provide for the main-
tenance of the Queen Anne's County Court Law Library, to pro-
vide for the payment of attorneys' appearance fees collected in
said County into a special fund to be used for certain purposes in
connection with said library, and relating generally to the Court
Law Library of Queen Anne's County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 233A of Article 18 of the Code of Public Local Laws of
Maryland (1930 edition) title "Queen Anne's County," subtitle "Law
Library," as such section was enacted by Chapter 290 of the Acts of
1957 and last amended by Chapter 115 of the Acts of 1967 be and
it is hereby repealed, and a new Section 233A be and it is hereby
added to said Article and title, to be under the new subtitle "Court
Law Library," and to read as follows:
