Harford County under the jurisdiction of the Director of Proba-
tion for Harford County, and to clarify the language therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 645U(c) of Article 27 of the Annotated Code of Mary-
land (1971 Replacement Volume), title "Crimes and Punishments,"
subtitle "Venue, Procedure and Sentence," subheading "Employ-
ment of Prisoners," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

645U.

(c) The earnings of [the] a prisoner, less payroll deductions
required by law, shall be collected by, or surrendered to [, the Sheriff,
warden (or his authorized representative) of the county jail or de-
tention center] the Director of Probation for Harford County. From
[such] those earnings, the [warden] Director shall deduct: [such]
the amount determined to be the cost to the county of providing
food, lodging and clothing for [such] that prisoner; [such] the
actual and necessary food, travel and other expenses incidental to
his participation in the program; [such] the amount which the
prisoner may be legally obligated to, or reasonably desirous of, pay-
ing for the support of his dependents; and the amount necessary for

the repayment to the State or to the County for assigned counsel

in the event the prisoner was represented by a court appointed
attorney;
and credit any remaining balance to the prisoner's account.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 337
(House Bill 1166)

AN ACT to authorize and empower the County Commissioners of
Cecil County to borrow, upon the faith and credit of the County
during specified periods, a sum or sums of money not to exceed in
the aggregate the sum of Fourteen Million One Hundred Twenty
Thousand Dollars ($14,120,000), and to evidence such borrowing
by the issuance and sale of the general obligation bonds of the
County in such form and bearing such rate or rates of interest as
said County Commissioners may by resolution determine, pro-
vided the average interest cost of each issue of such bonds shall not

exceed six per centum (6%) per annum; to provide that the

proceeds of the sale of any such bonds shall be used exclusively for
the purpose of erecting new school buildings, including land for
such buildings and for facilities appurtenant thereto, the pay-
ment of architects' and other professional fees in connection there-
with, the alteration or repair of existing school buildings and the
equipping of school buildings, all in Cecil County; to authorize and
direct the County Commissioners of Cecil County to provide for
the payment of the maturing principal of and the interest on any
