154.

(a)    All owners of riparian rights, their lessees, licensees or
assignees on the waters of this State owning the required amount of
shoreline shall fee BY virtue of said ownership be entitled to license
the area in front of the property of which they are the owners of
the riparian rights, lessees, licensees or assignees, for the purpose
of erecting a stationary blind or establishing a blind site, provided
that said riparian owners, their lessees, licensees, or assignees
[shall] may avail themselves of said right and clearly mark the
same on said waters by erecting a stake on which shall appear the
license number and the licensee's name as hereinafter provided on
or before October 10 of each and every year. Failure of an owner
to avail himself of his rights hereunder by the date herein provided

shall not be a forfeiture of his right to first entitlement to a license.

(b)    All owners of riparian rights, their lessees, licensees or
assignees, owning less than the required amount of shoreline [shall]
may make a choice of "set" or position in front of said property
between October 11 and October 21 inclusive of each and every year,
and clearly mark the same by erecting a stake on which shall
appear the license number and the licensee's name. Said stake
shall be at least three hundred (300) yards from the nearest licensed
blind or blind site and said licensee shall have the sole right to hunt
at said blindsite by means of floating or boat blinds or body booting,
or to erect and hunt from a stationary blind provided written per-
mission is obtained from all persons owning properties along the
shore in front of which the site is located having a total continuous
shore frontage of not less than 500 yards, nor less than 250 yards
in tributaries where such yardage is accepted as proper. Failure

of an owner to avail himself of his rights hereunder by the date

herein provided shall not be a forfeiture of his right to first entitle-

ment to a license.

(c)    All nonowners of shoreline may make a choice of "set" or
position [between October 22 and November 1, inclusive] after
October 21
of each and every year and clearly mark the same as
hereinbefore provided. Said stake shall be at least five hundred
(500) yards from the nearest licensed blind or blind site and not
less than one hundred and fifty (150) yards from the nearest dwelling,
and said [license] licensee shall have the sole right to hunt at said
blind site by means of floating or boat blinds or body booting.

159.

(c) For the period October 11 to October 21, inclusive, applicant
may present to the clerk a certification that he is a shore owner,
and that he desires to erect a stake blind site for floating rigs and
body booting opposite said shore and that there is no previously
licensed blind or blind site within three hundred (300) yards of
said location. Said licenses shall be issued in rotation as applications
are received, subject to the owner's right of first entitlement to such
license,
but may be revoked by written notice to the applicant by
the [Department of Game and Inland] Fish and Wildlife Adminis-
tration
if the certifications of the application are found to be in
error. The Department of Game and Inland Fish FISH AND WILD-
LIFE ADMINISTRATION shall upon request by any owner of shore
front property, inspect any site licensed under the provisions of this
