instituted and prosecuted in a court of competent jurisdiction without
delay. Before the State Chemist reports a violation for such prosecu-
tion, an opportunity shall be given the distributor to present his view.

[(d)] (f) Injunction.—The State Chemist is hereby authorized
to apply for and the court to grant a temporary or permanent in-
junction restraining any person from violating or continuing to vio-
late any of the provisions of this subtitle or any rule or regulation
promulgated under this subtitle notwithstanding the existence of
other remedies at law. Said injunction shall be issued without bond.

484. Publication of information concerning fertilizers and soil
conditioners.

The State Chemist shall publish at least annually, in such forms
as he may deem proper, information concerning the distribution of
commercial fertilizers and soil conditioners, together with such data
on their production and use as he may consider advisable and a
report of the results of the analyses of official samples of [commercial
fertilizers] these products distributed within the State as compared
with the analyses guaranteed in the registration and the label;
provided, however, that the information concerning production and
use of commercial fertilizers and soil conditioners shall not disclose
the operation of any person.

SEC. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 330
(House Bill 947)

AN ACT to repeal and re-enact, with amendments, Sections 154(a),
(b) and (c) and 159(c) and (d), (D) AND (F) of Article 66C of
the Annotated Code of Maryland (1970 Replacement Volume), title
"Natural Resources," subtitle "Birds, Game and Inland Water
Fish," subheading "Waterfowl and Migratory Birds," to provide
that owners of
riparian rights shall have first entitlement for a
license for the location of a blind in the area covered by those rights
and generally relating thereto, and corrrecting an
error therein. TO
CLARIFY THE LICENSING PROCEDURE FOR THE ESTAB-
LISHMENT OF HUNTING BLINDS, AND CORRECTING AN
ERROR IN THE LAW.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 154(a), (b) and (c) and 159(c) and (d), (D) AND (F)
of Article 66C of the Annotated Code of Maryland (1970 Replacement
Volume), title "Natural Resources," subtitle "Birds, Game and Inland
Water Fish," subheading "Waterfowl and Migratory Birds," be and
they are hereby repealed and re-enacted, with amendments, to read as
