the said Plumbing Sanitarian. All applications to do plumbing
work as aforesaid, shall be filed at the office of the Plumbing
Sanitarian before the work is started. Each application shall be
in writing and shall be signed by the person desiring to have the
work done. After the job has been completed, the said Plumbing
Sanitarian shall inspect the work to see if it meets the specifications
as promulgated by the said Plumbing Sanitarian under the pro-
visions of this subtitle; and if the work does not meet the specifica-
tions, it must be corrected in accordance with the stated specifications.
(b) An inspection fee shall be set as determined by the Board
of County Commissioners and shall be collected as follows:
(1) If the work is done by a hired plumber, said fee shall be
added to and shall appear on the plumber's invoice for services
rendered and shall be paid as part of the plumber's bill. The
plumber shall then pay all such inspection fees so received to the
County Health Department.
(2) In the event the plumbing work is done by a private indi-
vidual, said private individual shall pay the inspection fee directly
to the County Health Department.
(c) The County Health Department shall collect and take charge
of all inspection fees and shall account to the Board of County
Commissioners for all fees so collected within the time prescribed
by said Board.

Any person violating any of the provisions of Section 24-2 shall
be guilty of a misdemeanor and upon conviction thereof shall be
fined not more than fifty dollars ($50.00).]
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal Sections 21, 22, 24, 25, 26 and 27 of Article 49B
of the Annotated Code of Maryland (1968 Replacement Volume
and 1970 Supplement), title "Human Relations Commission," sub-
title "Discrimination in Housing," and to enact new Sections 21,
22, 24, 25, 26, 27 and 28 in lieu thereof, to stand in the place of the
sections repealed; to repeal Section 28 of said Article and title,
subtitle "Enactment of Local Ordinances," and to enact new Sec-
tion 29 in lieu thereof, to stand in the place of the section repealed;
to add new Section 22A to said Article and title, subtitle "Dis-
crimination in Housing," to follow immediately after Section 22
thereof; and to add new Section 30 to said Article and title, to
follow immediately after Section 29 thereof and to be under the
