nothing herein contained shall be construed to impair, in any way
whatsoever, the validity of any bonds which may have been issued
by the County under the authority of any of said Acts, and the
validity of said bonds is hereby ratified, confirmed and approved.
This Act, being necessary for the welfare of the inhabitants of
Charles County shall be liberally construed to effect the purposes
hereof. All Acts and parts of Acts inconsistent with the provisions
of this Act are hereby repealed to the extent of such inconsistency.
Sec. 10. And be it further enacted, That, this Act shall take effect
on the first day of June, 1971.

AN ACT to repeal subtitle 24 and Sections 24-1, 24-2 and 24-3 of
the Code of Public Local Laws of Washington County (1970
Edition, being Article 22 of the Code of Public Local Laws of
Maryland), title "Washington County," subtitle "24. Plumbing,"
to remove those provisions relating to plumbing in Washington
County.
Section 1. Be it enacted by the General Assembly of Maryland,
That subtitle 24 of Sections 24-1, 24-2 and 24-3 of the Code of
Public Local Laws of Washington County (1970 Edition, being
Article 22 of the Code of Public Local Laws of Maryland), title
"Washington County," subtitle "24. Plumbing," be and the same
are hereby repealed.

[24-1.
The Washington County Health Officer shall appoint one person
who shall be known and designated as "The Washington County
Plumbing Sanitarian," to serve at the pleasure of the said Health
Officer. Any person appointed as "The Washington County Plumbing
Sanitarian" shall have had at least eight years of experience as
a licensed journeyman plumber at the time of his appointment.
Compensation for said Sanitarian shall be fixed by the County
Commissioners and shall be paid out of county funds. The said
Plumbing Sanitarian shall work under the direction of the said
Washington County Health Officer.
24-2.
(a) No water, sewer or drain connections shall be constructed,
no new plumbing shall be installed, nor shall existing plumbing be
added to, or altered if it is connected with a human dwelling and/or
connected with the City water supply, or if the value of the new
installations or improvements exceed $250.00, without first notifying
