and the application of such provision to persons or circumstances
other than those to which it is held invalid, shall not be affected
thereby. The powers conferred by this [subheading] subtitle shall be
in addition and supplemental to the powers conferred by any other
law.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 314
(House Bill 644)
AN ACT to repeal and re-enact, with amendments, Section 40 (r) of
Article 10 of the Annotated Code of Maryland (1968 Replacement
Volume), title "Attorneys at Law and Attorneys in Fact," subtitle
"State's Attorney," to change the amount permitted the State's
Attorney of Queen Anne's County for office expenses, and to au-
thorize the hiring of one Assistant State's Attorney for Queen
Anne's County and providing for his salary.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 40(r) of Article 10 of the Annotated Code of Maryland
(1968 Replacement Volume), title "Attorneys at Law and Attorneys
in Fact," subtitle "State's Attorney," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
40.
(r) In Queen Anne's County, (1) the State's Attorney's salary
is four thousand five hundred dollars ($4,500.00).
(2) The State's Attorney's special fund allowance for the cost of
making investigations and the general promotion of justice in the
county is two thousand dollars ($2,000). Expenditures from this
allowance shall be accounted for to the Board of County Commis-
sioners at the end of each year, and any balance remaining in the
fund at the end of a fiscal year reverts to the general funds of the
county.
(3) The State's Attorney's allowance for clerical and secretarial
hire, rental and general office expenses is [twenty-eight hundred
dollars ($2,800)] $4,000, and this amount shall be payable on and
after January 1, [1967] 1972.
(4) The State's Attorney may appoint one Assistant State's
Attorney with the approval of the County Commissioners. The
Assistant State's Attorney shall be paid such annual salary as may
be established from time to time by the County Commissioners.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
