remaining in the hands of the treasurer or the tax collecting
officer after the payment of the claims as aforesaid, for any public
purpose which, in their judgment, may seem right and proper, and
are further empowered, whenever in their judgment, it may become
necessary to do so, to enter into a contract or agreement with such
persons, association of persons or corporations as they may deem
suitable, for the removal, care and disposition of unlicensed dogs, or
licensed dogs which may create a menace to the safety, security and
property of the residents of said counties, on such terms and condi-
tions and for such compensation as may be agreed to by the said
county commissioners and such persons, associations of persons or
corporations. In Washington County, the County Commissioners
are authorized to pay out of the fund claims for damages to
shrubbery and trees, and for damages to personal property of any
kind. The provisions of this section dealing with the maintenance
of a separate fund designated "the dog license fund" are not appli-
cable to Harford and Allegany counties. In Harford County and in
Allegany County all such moneys collected and all such claims paid
shall be from general funds of the county.

213.

(c) The present members of the Commission shall continue to
serve for the terms for which they were respectively appointed
[, from] . From time to time upon the occurring of vacancies upon
the Commission, as now constituted, whether such vacancies shall
happen by reason of the expiration of the terms for which the mem-
bers of said Commission were appointed, respectively, or by reason of
any other cause, the Governor, with the advice of the Secretary of
LICENSING AND REGULATION AND WITH THE ADVICE AND
CONSENT OF the Senate of Maryland shall appoint a person to fill
each vacancy thus occurring, so that said Commission shall con-
tinue to consist of seven persons as aforesaid. Each person so
appointed shall be appointed for a term of four years, beginning as
of June 1 in the year in which appointed, or in case of a vacancy
occurring during the term for which any member of said Commission
may have been appointed, then for the unexpired portion of said
term. Every appointment shall be for the period indicated, or until
a successor is appointed and qualifies.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

197-16(c) and 197-23 of Article 43 of the Annotated Code of
Maryland (1970 Supplement), title "Health," subtitle "Maryland
Poultry Products Inspection Act," and to repeal and re-enact,
with amendments, Sections 757, 760(b), (e), (f) and 766 of said
