County Legislative Delegation for their certification and presenta-
tion to the County Commissioners. The aforesaid salaries shall be
established in the sound discretion of the resident judge, but AND
may be reduced by the County Commissioners ONLY if they deem
that he has abused his discretion in establishing said salaries ONLY
IF THE PROPOSED SALARIES EXCEED THE HIGHEST
SALARIES THEN PAID COMPARABLE COURT PERSONNEL
EMPLOYED BY THE OTHER CIRCUIT COURTS OF THE
SECOND JUDICIAL CIRCUIT. For the purposes of this section
the senior resident judge shall be that active judge who first took
the oath of office as judge of the Circuit Court for Talbot County.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 296
(House Bill 382)
AN ACT to repeal and re-enact, with amendments, Section 28 of the
Code of Public Local Laws of St. Mary's County (1965 Edition,
being Article 19 of the Code of Public Local Laws of Maryland),
title "St. Mary's County," subtitle "County Commissioners," as
added by Chapter 379 of the Acts of 1963; providing for an
administrative officer and other employees for the County Com-
missioners, specifying some duties of the administrative officer and
the administrative assistant, and generally relating thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 28 of the Code of Public Local Laws of St. Mary's County
(1965 Edition, being Article 19 of the Code of Public Local Laws of
Maryland), title "St. Mary's County," subtitle "County Commission-
ers," as added by Chapter 379 of the Acts of 1963, be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
28.
The County Commissioners may, in their discretion, appoint an
administrative officer and an administrative assistant to the com-
missioners, and such other [clerical] employees as may be necessary.
The commissioners may also determine the [salary] salaries of the
administrative officer, the administrative assistant AND such other
employees.
The administrative assistant shall act as clerk, or, in his absence,
the administrative officer, with power and authority to attest the acts
of the commissioners and affix the corporate seal.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
