PRESENTS ITS ANNUAL HIGHWAY CONSTRUCTION PRO-
GRAM TO THE GENERAL ASSEMBLY FOR CONSIDERA-
TION AND INCLUSION AS PART OF THE BUDGET. As

herein used, the term "urban-type highway" means a highway con-
structed with curb and gutter and enclosed type storm-drainage sys-
tems.
BUT SHALL NOT INCLUDE LIMITED ACCESS EXPRESS-
WAYS. Funds for the cost of such sidewalk construction shall be
obtained by shortening the limits of the project where sidewalks are
to be constructed or by deleting a portion or all of another project
in the same fiscal year with a value equal to the cost of the requested
sidewalk construction. The governing body of the political subdivi-
sion shall, when
making request for sidewalk construction,
SHALL
indicate which project is to be reduced in scope or deleted in order to
develop the funds for the sidewalk construction. When sidewalks
are constructed, they shall thereafter be maintained and repaired by
the political subdivision in which they are located. It is hereby de-
clared to be the intent of the General Assembly that the cost and
responsibility for maintenance and repair of any sidewalks con-
structed shall be that of the political subdivision in which they are
located and that the cost of sidewalk construction shall not result in an
increase in allocation of funds to any County in any fiscal year over
or above funds which would be allocated if sidewalks were not
constructed.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 277
(House Bill 171)

AN ACT to repeal and re-enact, with amendments, Section 2-3(a)
of Article 33 of the Annotated Code of Maryland (1967 Replacement
Volume and 1970 Supplement), title "Election Code," subtitle
"Election Boards and Employees," to change the amount of com-
pensation paid to Election Board members in Harford County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 2-3(a) of Article 33 of the Annotated Code of Mary-
land, (1967 Replacement Volume and 1970 Supplement), title
"Election Code," subtitle "Election Board and Employees," be and
it is hereby repealed and re-enacted with amendments to read as
follows:

2-3.

(a) Each member of the boards of the several political subdivi-
sions of the State shall receive an annual salary of not less than the
following amounts:

(1)    Allegany County: $1,080.

(2)    Anne Arundel County: $1,800.
