4A-1.
(a). Each person filing a certificate of candidacy for nomination
or election to any public or party office in any of the counties, any
senatorial district or any legislative district must be a registered
voter of the particular county or district in which he seeks to be
nominated or elected and shall furthermore be affiliated with the
party whose nomination he seeks or whose office he seeks. Before
finally placing the name of such a candidate on the ballot, the board
shall determine that the candidate meets the registration and affilia-
tion requirements of this section. The requirements of this section
shall not apply to the party affiliation of any candidate for judicial
office for which candidates are permitted to be listed on the ballot
without party designation; but the requirements shall be applicable
to the filling of any vacancy in any public or party office.
(b). The use of nicknames, titles, degrees, or other professional
designations on the certificate of candidacy or ballot is prohibited.
(c). Certificates of candidacy shall include a space in which can-
didates are to designate the listing of their name as they wish it to
appear on the ballot, by designation of any given name, NAME OR
NAMES, plus the initial letter of other given name or names, if any,
and surname.
Sec. 2. And be it further enacted, That this Act shall take effect
on June JULY 1, 1971.

(House Bill 9)
AN ACT to repeal and re-enact, with amendments, Section 9-1 (a)
of Article 33 of the Annotated Code of Maryland (1967 Replace-
ment Volume and 1970 Supplement), title "Election Code," sub-
title "Vacancies in Nominations—In General," to require that board
offices be open and certificates of withdrawal of candidacy be
accepted until a certain time, and generally relating to the election
laws.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 9-1 (a) of Article 33 of the Annotated Code of Mary-
land (1967 Replacement Volume and 1970 Supplement), title "Elec-
tion Code," subtitle "Vacancies in Nominations—In General," be and
it is hereby repealed and re-enacted, with amendments, to read as
follows:
9-1.
The times designated in paragraphs (a) and (b) of this section
for declining nominations and for withdrawal of certificates of
candidacy and for board offices to be open are mandatory and the
provisions of these paragraphs shall also be applicable to municipal
elections in Baltimore City.
