Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 245
(Senate Bill 558)

AN ACT to waive the provisions of Section 10 of Chapter 409 of
the Acts of 1969, this section relating to the time by which
projects contained in the General Construction Loan of 1969 must
be placed under contract, insofar as the provisions of this section
relate to the following items in the General Construction Loan of
1969: Section 5 (K) (1) (a) Construction of Six Guard Towers
at the Maryland House of Correction; Section 5 (K) (1) (b) Con-
struction of new vehicle parking area at the Maryland House of
Correction; Section 5 (K) (2) Planning and preparation of pre-
liminary plans and specifications for a New Dining Hall, Kitchen
and Bakery Building.

Section 1. Be it enacted by the General Assembly of Maryland,
That the provisions of Section 10 of Chapter 409 of the Acts of
1969, be and they are hereby waived insofar as they impose a time
limit for placing under contract the following items contained in the
General Construction Loan Act of 1969: Section 5 (K) (1) (a) of
Chapter 409 and found on page 1007 of the Laws of 1969, making
available the sum of one hundred fifteen thousand dollars ($115,000)
for construction of Six Guard Towers at the Maryland House of
Correction; Section 5 (K) (1) (b) of Chapter 409 and found on page
1007 of the Laws of 1969, making available the sum of thirty thou-
sand dollars ($30,000) for construction of a new vehicle parking area
at the Maryland House of Correction; Section 5 (K) (2) of Chapter
409 and found on page 1007 of the Laws of 1969, making avail-
able the sum of fifteen thousand dollars ($15,000) for planning and
preparation of preliminary plans and specifications for a New Din-
ing Hall, Kitchen and Bakery Building at the Maryland Penitentiary.
There shall be allowed an additional period of two years, beginning
on the effective date of this Act, for placing this project under con-
tract. If this project shall not have been placed under contract
within a period of two years, beginning on the effective date of this
Act, then it shall be deemed to have been abandoned and the other
provisions of Section 10 of Chapter 409 of the Acts of 1969 shall be
fully effective as to this project.

Sec. 2. And be it further enacted, That this Act is hereby
