provide for [adequate] the adequate control of shore erosion
[control,]; [sediment control] the control of sediment and the
protection from flooding [,]; the proper arrangement of streets [,]
in relation to other existing planned streets and to the master plan
[,]; [for] the adequate and convenient placement of public school
sites and of open spaces for traffic, utilities, access of fire-fighting
apparatus, recreation, light and air [,] and [for] the avoidance of
congestion of population, including minimum width and area of lots.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 238
(Senate Bill 524)
AN ACT to add new Section 15 (b-9) to Article 81 of the Annotated
Code of Maryland (1969 Replacement Volume), title "Revenue and
Taxes," subtitle "Method of Assessment," to follow immediately
after Section 15 (b-8) thereof, to provide progressive exemption
of stock in business from taxation in the City of Annapolis.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 15 (b-9) be and it is hereby added to Article 81 of
the Annotated Code of Maryland (1969 Replacement Volume), title
"Revenue and Taxes," subtitle "Method of Assessment," to follow
immediately after Section 15 (b-8) and to read as follows:
15.
(b-9) For purposes of municipal taxation in the City of Annapolis,
stock in business shall be assessed, at twenty-five per centum (25%)
of such fair average value for the twelve months preceding the date
of finality. For the taxable year beginning July 1, 1973, the stock
shall be entirety exempt from valuation, assessment and taxation
under the provisions of this section.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
