mission and shall have continuous opportunity to advise with the
Maryland member of that Commission concerning the effects of
Commission activities pursuant to the Potomac River Basin Compact
on the local governments and institutions in the Maryland portion
of the Potomac River Basin and in order to keep the Maryland
member apprised of the needs of local governments and institutions.

(c)  If the Governor selects a "designee or appointee" pursuant to
Section 2.02 of the Potomac River Basin Compact, such designee or
appointee shall be chosen from a list of three nominees submitted
to him by the Authority. At any time when, pursuant to Section 2.02
of the Potomac River Basin Compact, a new designee or appointee
is to be chosen, the Governor shall notify the Authority of the need
for a list of nominees. If within forty-five days of such notification,
the Authority has not submitted a full list of nominees, the Governor
may choose a designee or appointee without reference to the require-
ments of this section.

(d)  The funds of the Authority obtained from assessments made
'pursuant to Sections 96, 99, and 100 shall not be used to defray
expenses of the advisory committee or any of its members. Each
county shall be responsible for any costs in connection with its
representation on the advisory committee in such manner as its laws
may provide.

Sec. 2. And be it further enacted, That new Sections 111 through
126, inclusive, be and they are hereby added to said Article and title
of said Code, to follow immediately after Section 110 thereof, to be
under the new subtitle "Potomac River Basin Compact," and all
to read as follows:

Potomac River Basin Compact
111. Preamble.

Whereas, the Potomac River Basin has experienced many years of
drought which severely damaged the productivity of agriculture and
drastically reduced the flow of the river which threatened the water
supplies throughout the basin and particularly in the Washington
metropolitan area at the time of greatest demand; and

Whereas, the flow of the Potomac River and its tributaries is
subject to dramatic fluctuation and variation, so much so that melt-
ing snows and spring rains have produced costly and damaging
floods even in years of minimal summer flows; and

Whereas, the population of the Potomac River Basin and the
industrial and commercial development therein have greatly ex-
panded during the last decade, and are continuing to expand, in-
creasing the demands for water supply and the potential for loss
through floods; and

Whereas, Federal, state and local agencies and organizations have
made numerous surveys and reports concerning the water and related
resources of the Potomac River Basin which revealed the urgent need
for measures to assure an adequate water supply and flood protec-
tion, to reduce sedimentation and otherwise improve the quality of
the waters, to provide water related recreational facilities, to en-
hance the preservation and propagation of fish and wildlife, and to
promote related forestry, agriculture, soil conservation and water-
shed projects; and
