one from Southern Maryland, one from the Eastern Shore, one from
the area including Allegany, Washington, Garrett, Frederick, and
Montgomery counties and two from the area including Carroll, Balti-
more and Harford counties, whose duty it shall be to faithfully and
impartially execute, or cause to be executed, all the provisions and
requirements of this subdivision of this article; upon application
and at such place or places in this State as they may determine, pro-
vided at least once in each year the examination shall be held in
Baltimore City, they shall examine each and every person who shall
desire to work at the plumbing business, touching his competency
and qualifications: and upon being satisfied that the person so exam-
ined is competent and qualified to work at said business, they, or
any four of them, shall grant to such a person a certificate of com-
petency and register him in their books as a practical plumber, which
shall operate as full authority to him to work at conduct and en-
gage in the said plumbing business for the period for which
such certificate shall be granted, and such certificate may be called
or designated by said Board a "master plumber's certificate". The
exercise or performance of all powers, authority, duties and func-
tions vested in the [Commissioner] Board by the provisions of this
subtitle, shall be subject to the power and authority of the Secretary
of Licensing and Regulation as set forth in Article 41 of this Code,
or elsewhere in the laws of this State.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 2 of
Article 74 of the Annotated Code of Maryland (1970 Replacement
Volume), title "Pilots," amending the laws of this State concerning
the Board of Examiners of Maryland Pilots to correct certain
language and references therein.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 2 of Article 74 of the Annotated Code of Maryland
(1970 Replacement Volume), title "Pilots," be repealed and re-
enacted, with amendments, to read as follows:

The Board of Examiners of Maryland Pilots is hereby created
and shall be a part of the Department of Licensing and Regulation.
It shall consist of the Chairman of the Commissioners of the Mary-
land Port Authority, or in the event that a State Department of
Transportation is established a designee of the Secretary of Trans-
portation, the President of the Baltimore Chamber of Commerce,
the President of the Association of Maryland Pilots and four
members appointed by the Governor, with the advice of the Sec-
