payment of principal and interest; exempting the bonds and re-
funding bonds, the interest thereon and any income derived there-
from, from all State, county and municipal taxation in the State of
Maryland.
Section 1. Be it enacted by the General Assembly of Maryland,
That, as used herein, the term "County" shall mean the body politic
and corporate of the State of Maryland known as the County Commis-
sioners of Dorchester County, and the term "construction and devel-
opment of public facilities" shall mean the following:
(a) the construction of a new Dorchester County public library,
including the acquisition and development of sites therefor, the archi-
tectural and engineering services incident thereto and the acquisition
and installation of necessary furnishings and fixed permanent equip-
ment therefor;
(b) the construction, improvement, repair, opening, relocation,
grading, resurfacing, widening, extension and drainage of public
roads, streets, highways and sidewalks in the County now or here-
after maintained and operated by or under the jurisdiction of the
County, including the acquisition of necessary rights of way, the
acquisition of equipment or highway construction, maintenance and
repair and planning and engineering services;
(c) the establishment, construction, reconstruction, extension,
acquisition, improvement, enlargement, alteration and repair of sani-
tary land fill, solid waste disposal and mosquito control projects
for Dorchester County, together with related structures, facilities
and equipment and including the acquisition and development of
sites therefor, the acquisition of equipment for the operation and
maintenance of such projects, and planning and engineering services;
(d) the reconstruction, improvement, alteration, renovation and
repair of the Dorchester County Jail, including the architectural
and engineering services incident thereto and the acquisition and
installation of necessary furnishings and fixed permanent equipment
therefor; and
(e) the construction, reconstruction, development and improve-
ment of public park and recreational areas and facilities, including
roads, paths, ways, structures, buildings, piers, ramps, bulkheads,
beaches, launching facilities and other equipment, appurtenances or
improvements appropriate to the full use thereof.
Sec. 2. And be it further enacted, That the County is hereby
authorized and empowered to finance the construction and develop-
ment of public facilities, as defined in Section 1 of this Act, and,
in order to make such financing possible, said County is hereby
granted the power and authority to borrow money and incur indebted-
ness for such purpose, from time to time, in an amount not exceeding
the sum of Six Hundred Fifty Thousand Dollars ($650,000), and to
evidence such borrowing by the issuance and sale upon its full
faith and credit of its general obligation bonds in like par amount,
which may be issued at one time or from time to time, in one or more
groups or series, as funds for such public facilities construction or
development become necessary. Of the total amount authorized to
