such drug addict is to be assigned or transferred; provided, how-
ever, that any addict so assigned or transferred shall nevertheless
continue to be under the jurisdiction of the [Authority] Adminis-
tration.
(m) With the approval of the [Director] Secretary of the
Department of Budget and [Procurement] Fiscal Planning, accept
on behalf of the State, any gift, grant, devise or bequest, whether
conditional or unconditional. All moneys so received shall be paid
into the State treasury and shall constitute a special fund to be used
under the direction of the [Authority] Administration for the pur-
poses of this article.
(n) Make rules and regulations for the exercise of its powers
and the performance of its duties.
(o) Have the power to conduct private and public hearings,
administer oaths or affirmations, subpoena witnesses, compel their
attendance, examine them under oath or affirmation and require the
production of any books, records, documents or other evidence; and
the [Authority] Director may designate [any of its members] the
Deputy Director or any other person to administer oaths and affir-
mations in any proceedings or hearings.
(p) Have the power to employ and at pleasure remove the super-
intendent of any facility established and operated by the [Authority]
Administration pursuant to the provisions of this article, and any
secretary, counsel, consultants or such other personnel as it may
deem necessary for the performance of its functions, and fix their
compensations within the amounts made available by appropriation
therefor.
(q) Prepare and submit a budget.
(r) Have and exercise all powers necessary or proper to effect
any or all of the purposes of the [Authority] Administration pur-
suant to this article.
Sec. 2. And Be It Further Ordered, That, unless specifically dis-
approved, within fifty days after submission, by a resolution of
disapproval concurred in by a majority vote of all members of either
House of the General Assembly, this Executive Order shall take
effect May 1, 1971.
