Sec. 5. And be it further enacted, That until all of the bonds, cer-
tificates of indebtedness, promissory notes or other evidences of
indebtedness issued under this Act have matured and been redeemed,
the County Commissioners of Carroll County shall annually levy a
tax upon the assessable property of the county sufficient to pay the
interest on the bonds outstanding and the principal of bonds matur-
ing during the succeeding year.

Sec. 6. And be it further enacted, That all bonds issued pursuant
to the authority of this Act, and the interest thereon, and the income
derived therefrom, in the hands of the holders thereof from time
to time (including any profit made on the sale thereof), shall be
and are hereby declared to be exempt from State, County and
municipal taxation of every kind and nature whatsoever in the
State of Maryland.

Sec. 7. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 29
(Executive Order 1)

AN EXECUTIVE ORDER PURSUANT TO ARTICLE II, SEC-
TION 24, OF THE CONSTITUTION OF MARYLAND, to add

new Section 1A to Article 43B of the Annotated Code of Maryland
(1965 Replacement Volume and 1970 Cumulative Supplement),
title "Comprehensive Drug Abuse Control and Rehabilitation Act,"
and to repeal and re-enact with amendments Sections 2, 3, 4 and 5
of the same Article, to reorganize the Administration of the Com-
prehensive Drug Abuse Control and Rehabilitation Act, to provide
for the establishment of the Drug Abuse Administration within
the Department of Health and Mental Hygiene, to create the posi-
tions of Director and Deputy Director of the Drug Abuse Adminis-
tration, to provide for the powers, duties and responsibilities of
the Administration, the Director and the Deputy Director, to set
forth the authority of the Secretary of Health and Mental Hygiene
over the Drug Abuse Administration and Director, to abolish the
Drug Abuse Authority and the position of Director of the Drug
Abuse Authority, to transfer the powers and duties of the Drug
Abuse Authority to the Drug Abuse Administration, to make cor-
rections in the present law concerning these matters, and relating
generally to the Comprehensive Drug Abuse Control and Rehabili-
tation Act.

Section 1. Be it Ordered by the Governor of Maryland pursuant
to Article II, Section 24, of the Constitution of Maryland,
That new
Section 1A be and it is hereby added to Article 43B of the Annotated
