(c) The Commission shall meet at least monthly in public session.
Public AS MUCH PUBLIC notice AS IS PRACTICABLE of the
AGENDA, time and place of every such meeting shall be given at
least seven (7) days preceding each PRECEDING EVERY REGU-
LAR meeting. The public shall be given the right to appear and be
heard before the Commission on subjects within its jurisdiction
within a reasonable time.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 71
(Senate Bill 321)
AN ACT to repeal and re-enact, with amendments, Section 230B (a)
of Article 56 of the Annotated Code of Maryland (1970 Supple-
ment), title "Licenses," subtitle "Real Estate Brokers," to provide
that solicitation is unlawful if a purpose of this solicitation is to
change the racial composition of a neighborhood.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 230B (a) of Article 56 of the Annotated Code of Mary-
land (1970 Supplement), title "Licenses," subtitle "Real Estate
Brokers," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
230B.
(a) It shall be unlawful, in transactions involving residential real
estate, for real estate brokers, salesmen, dealers, or their agents to
solicit or attempt to solicit the listing of residential properties for
sale, or lease, by door to door solicitation, in person, or by telephone,
or by mass distribution of circulars, [for the purpose of changing]
if one of the purposes of this solicitation or attempted solicitation is
to change the racial composition of the neighborhood.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 72
(Senate Bill 347)
AN ACT to repeal and re-enact, with amendments, Section 10 (D),
(e) and (h) of Article 25B of the Annotated Code of Maryland
(1970 Supplement), title "Home Rule for Code Counties," subtitle
"Enactment of Local Laws," to include a two-thirds majority
where the total membership of the board of county commissioners
is three members to pass an emergency bill.
