land (1970 Replacement Volume), title "Pensions," subtitle "Em-
ployees of Municipal Corporations," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

21.

The following words and phrases [are] as used in this subtitle,
unless a different meaning is plainly required by the context, shall
have the following meaning:

(1)   "Municipal corporation" means county, incorporated town or
municipality or special taxing area or other political subdivision of
the State, including any public library association or organization
and any fire department receiving part or all of its funds from or
through any such county, town, municipality, special taxing area or
other political subdivision of the State, and also including any board
or commission created by an act of the General Assembly for public
purpose and not for the profit of any private person or corporation.
The Interstate Commission on the Potomac River Basin, a coopera-
tive library corporation, and the Upper Potomac River Commission
shall be considered to be a municipal corporation for the purpose of
participation in the Employees' Retirement System. If a municipal
corporation ceases to meet the definition of "municipal corporation"
by virtue of any public general or public local law, any employee
thereof who has been a member of the retirement system may con-
tinue membership in the system at the employee's election if the
employer's contribution, as required herein, continues to be made
pursuant to this article.

(2)   "Legislative body" means county commissioners, city council,
town council, president and commissioners, burgess and commis-
sioners (or by whatever other name the legislative body of any in-
corporated town, city or municipality may be known) and the board
or commission having authority or control over any other political
subdivision of the State, including the board or governing body of
any public library association or organization and any fire depart-
ment receiving part or all of its funds from or through any county,
incorporated town or municipality or special taxing area or other
political subdivision of the State.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

(Senate Bill 308)

AN ACT to repeal Sections 102 to 106, inclusive, of Article 26 of the
Annotated Code of Maryland (1966 Replacement Volume), title
"Courts," subtitle "Judicial Council," repealing certain obsolete
and unnecessary laws concerning the creation and operation of a
Judicial Council; to provide for the transfer of all books, papers,
files, records, furniture, fixtures and all other personal property
of the Judicial Council to the Board of Public Works; and to
