any person as defined herein, whether he be owner, lessee, operator licensee,
or concessionaire, regardless of whether a fee is charged for such use.

1.6    Wading Pool. A pool not normally in excess of two feet deep
at its maximum depth and usually reserved for use by small children.

1.7    Person. Any person, firm, partnership, association, corporation,
governmental agency, club or organization of any kind.

1.8    Board shall mean the Baltimore County Board of Health.

1.9    Public Bathing Beach. A natural bathing beach, including
private clubs, together with any buildings, appurtenances, or other im-
provements, at a pond, lake, quarry, stream, bay, intended to be used
collectively by numbers of persons for swimming or bathing regardless
of whether a fee is charged for such use.

1.10    Review Committee. A committee appointed annually by the
Health Officer in accordance with this Act. The Review Committee
shall be comprised of one (1) member of the Board of Health approved
by the Chairman of the Board, one (1) representative of the Baltimore
County Department of Health who shall be the Secretary, one (1) rep-
resentative of the State Department of Health, one (1) member of the
American Red Cross or a similar organization, and four (4) members
of the swimming pool industry selected from a list submitted by the trade
organizations. Two (2) of the members from the swimming pool industry
shall be actively engaged in the swimming pool construction or swimming
pool supply business. The other two (2) members shall be actively engaged
in the ownership, management, or operation of one or more public swim-
ming pools.

(b)    DUTIES OF THE REVIEW COMMITTEE.

2.1    The Review Committee shall meet at least once a year at a time
and place to be designated on thirty days prior written notice to the
members, for the purpose of reviewing the rules and regulations promul-
gated in accordance with Section 3.4 of the Act, of hearing recommendations
by interested person or persons, and recommending changes in the rules
and regulations which are in the public interest. The secretary shall call
a meeting at the request of two (2) or more members of the Review
Committee.

2.2    The Review Committee may submit recommendations of changes
in the rules and regulations to the Health Officer for his consideration
and presentation to the Board. The Board may adopt any or all of the
recommendations of the Review Committee at its discretion. AND SUB-
MIT SAME FOR APPROVAL OF THE COUNTY COUNCIL.

(c)    SUBMISSION OF PLANS AND SPECIFICATIONS.

3.1    No person shall begin construction of public swimming pools,
or shall substantially alter or reconstruct any public swimming pool or
public beach, without first having submitted plans and specifications to
the Department of Permits and Licenses for review and approval. The
plans shall be prepared and copies submitted to the Department of Health
for review and approval within a reasonable time. No permit to construct,
alter or renovate shall be issued until approval is granted by all depart-
ments involved.

3.2    The application for a permit to construct or remodel a public
swimming pool or public beach shall be on such forms as may be prescribed
