Subtitle and the repealer of existing Zoning laws; and matters
generally related thereto.
WHEREAS, The Charter of Anne Arundel County, Maryland, pro-
vides that the life of a bill is sixty-five (65) days; and
WHEREAS, It is impractical and unrealistic to attempt to have in-
telligent and meaningful public hearings on a complete Zoning Ordi-
nance within said sixty-five (65) day period, it is the intent of the County
Council of Anne Arundel County, Maryland, to adopt Subtitle 3, "Zoning",
in sections, no section becoming effective until the complete subtitle is
adopted.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
ANNE ARUNDEL COUNTY, MARYLAND, That new Sections 13-319
through 13-319.4, inclusive, be and they are hereby added to the Anne
Arundel County Code (1967 Edition and Supplements), Title 13, "Planning
and Zoning", Subtitle 3, "Zoning", to follow immediately after Section
13-318.3 thereof (as enacted by Bill No. 53-70), to be under the new Arti-
cle VI, "Special Districts", heading "DD-Deferred Development Districts",
and to read as follows:
Article VI—Special Districts
DD—Deferred Development Districts
Section 13-319—In General
Deferred Development Districts shall allow for orderly development in
accordance with the Anne Arundel County General Development Plan by
providing for the continuance of present uses in areas where increased
development should be deferred. Said districts ALSO include areas which
are essentially rural in character and, although included for development in
the General Development Plan, are in need of more detailed study.
Section 13-319.1—Uses Permitted
(a) The following uses shall be permitted in DD—Deferred Develop-
ment Districts:
(1) Auction establishments (temporary uses only).
(2) Farming.
(3) Single family detached residences.
(4) Temporary public PUBLIC recreational structures and uses.
(5) Temporary stables not located within two hundred feet (200')
of any residential property line.
(6) Temporary stands for sale of produce raised on the premises.
(b) All uses proposed for areas having a water table of less than
five feet (5') below surface must be approved by the Anne Arundel County
Health Department.
Section 13-319.2—Special Exceptions
Subject to the provisions of Article X, the following special exceptions
shall be permitted in DD-Deferred Development Districts:
(1) Amusement enterprises not including any permanent structures.
(2) Outdoor drive-in theatres.
