limitations thereof; providing for the adoption of zoning maps; author-
izing the County Solicitor to renumber such sections of this Ordinance
as may be necessary or desirable when additional sections of this
Subtitle are adopted; providing that this Ordinance shall become
effective only upon the adoption of the entire Subtitle and the repealer
of the existing Zoning laws; and matters generally related thereto.
Whereas, the Charter of Anne Arundel County, Maryland, provides
that the life of a bill is sixty-five (65) days; and
Whereas, it is impractical and unrealistic to attempt to have intelli-
gent and meaningful public hearings on a complete Zoning Ordinance
within said sixty-five (65) day period, it is the intent of the County Council
of Anne Arundel County, Maryland, to adopt Subtitle 3, "Zoning," in
sections, no section becoming effective until the complete subtitle is adopted.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
ANNE ARUNDEL COUNTY, MARYLAND, That new Sections 13-311
through 13-314.5, inclusive, be and they are hereby added to the Anne
Arundel County Code (1967 Edition and Supplements), Title 13, "Planning
and Zoning," Subtitle 3, "Zoning," to follow immediately after Section
13-310.8 thereof (as enacted by Bill No. 18-70), to be under the new
Article IV, "Commercial Districts," and to read as follows:
Article IV—Commercial Districts
C1—Local Retail Districts
Section 13-311—In General
C1 Local Retail districts shall consist of the following:
(1) C1-A Neighborhood Commercial Districts, which shall provide
residential uses with convenience goods. Such districts shall be limited to
a maximum of eight (8) establishments, and shall be situated on not more
than two (2) acres. Cl Districts shall be more than one (1) vehicular
access mile apart from other commercial districts in rural areas, and more
than one-half (˝) vehicular access mile apart from other commercial
districts in urban and suburban areas.
(2) C1-B Community Retail Districts, which shall provide a range
of neighborhood shopping needs to residential areas AND SHALL BE
LOCATED MORE THAN ONE (1)VEHICULAR ACCESS MILE APART
FROM OTHER COMMERCIAL DISTRICTS IN RURAL AREAS, AND
MORE THAN ONE-HALF (˝) VEHICULAR ACCESS MILE APART
FROM OTHER COMMERCIAL DISTRICTS IN URBAN AND SUBUR-
BAN AREAS.
Section 13-311.1. Uses Permitted
(a) The following uses (and the accessory structures or uses cus-
tomarily incidental thereto) shall be permitted in Cl Local Retail
Districts:
(1) Antique shops
(2) Art galleries
(3) Bakeries, provided that goods prepared on premises shall be
offered for sale only on the premises and at retail cost.
(4) Banks
(5) Barber shops
