forth the general purposes and interpretation of the new zoning
law; providing for the adoption of a zoning map or maps; authorizing
the County Solicitor to renumber such sections of this Ordinance as
may be necessary or desirable when additional sections of this Sub-
title are adopted; providing that this Ordinance shall become effective
only upon the adoption of the entire Subtitle and the repealer of the
existing Zoning law; and matters generally related thereto.

Whereas, The Charter of Anne Arundel County, Maryland, provides
that the life of a bill is sixty-five (65) days; and

Whereas, It is impractical and unrealistic to attempt to have intelligent
and meaningful public hearings on a complete zoning ordinance within said
sixty-five (65) day period, it is the intent of the County Council for Anne
Arundel County, Maryland to adopt Subtitle 3, "Zoning", in sections, no
section becoming effective until the complete subtitle is adopted.

Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF ANNE
ARUNDEL COUNTY, MARYLAND, that new Section 13-300 and 13-300.1,
and 13-301 and 13-301.1, be and they are hereby added to the Anne Arundel
County Code (1967 Edition and Supplements), Title 13, "Planning and Zon-
ing", Subtitle 3, "Zoning", to be under the new Article I, "General Pro-
visions and Definitions," and Article II, "Classes of Districts," respectively,
to follow immediately after Section 13-200 thereof and to read as follows:

Article I, General Provisions and Definitions
Section 13-300 Intent and Purpose

The intent of this subtitle is to guide and direct the arrangement and
location of uses in accordance with the General Development Plan for Anne
Arundel County; to organize concentration of population; to relate density
of uses to proper location; to facilitate the adequate provision of transpor-
tation, water, sewerage, schools, parks, and other public requirements; to
conserve the value of buildings and other structures; to provide for the
public health, security and general welfare; and to divide the County into
zoning districts of such character, number, shape and areas, as are best
suited to effect the foregoing purposes.

Section 13-300.1

Every structure and parcel of land in Anne Arundel County shall be
subject to the provisions of this Subtitle, and shall not be used, designed,
constructed or altered (as the case may be) in any other manner. The
provisions of this Subtitle are minimum requirements, and shall be in addi-
tion to (and not in lieu of) any other legal requirements.

Article II, Classes of Districts
Section 13-301 Classes of Districts

Anne Arundel County is hereby divided into the following Districts:
(1) Residential Districts

(a)   RA Agricultural Residential

(b)   R1 Residential

(c)   R2 Residential

(d)   R5 Residential

(e)   R15 Low Density Multi-family

(f)   R22 Medium Density Multi-family

(g)   R44 High Density Multi-family
