2448                                County Local Laws

laws; emergency measures" of the Charter of Wicomico County, Mary-
land, as adopted by the voters of Wicomico County, Maryland, on
November 3, 1964, changing the date upon which a Legislative Bill
shall become effective from forty-five (45) days to Sixty (60) days
after the close of the Legislative Session.

Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
WICOMICO COUNTY, MARYLAND, that Section 308(g), title "Effective
date of laws; emergency measures" of Article III entitled "The Legislative
Branch" of the Charter of Wicomico County, Maryland, be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

Section 308 (g) Effective date of laws; emergency measures. All public
local laws passed by the County Council shall take effect [forty-five]
SIXTY (60) days after the close of the Legislative Session, unless by the
affirmative vote of four (4) members of the County Council any such law
shall be declared to be effective on a later date, or declared an emergency
measure affecting the public health, safety or welfare, in which latter event
the same shall take effect from the date of its passage. The term "emer-
gency measure" shall not include any measure creating or abolishing any
office; or changing the salary, term or duty of any officer; or granting any
franchise or special privilege; or creating any vested right or interest.

Section 2. AND BE IT FURTHER ENACTED that this Act, having
been approved by not less than four members of the County Council of
Wicomico County, said proposed amendments shall be published by the
Administrative Director in one or more newspapers of general circulation
in Wicomico County once each week for five successive weeks prior to the
next General election or Congressional election occurring after the passage
hereof and at said election the question shall be submitted to the voters of
the County and if at said election the majority of the votes cast on the
question shall be in favor of the herein proposed amendments, such amend-
ments shall stand adopted and become a part of the Charter of Wicomico
County, Maryland, from and after the thirtieth day following said election
in accordance with Article XI, Section 1102 of the Charter of Wicomico
County, Maryland.

"The Legislative Branch," Section 309(a), title, "Power reserved"
of the Charter of Wicomico County, Maryland, as adopted by the
voters of Wicomico County, Maryland, on November 3, 1964, providing
authority to the County Council to call a special election for the
consideration of Legislative Bills that have been properly referred.
