Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
WICOMICO COUNTY, MARYLAND, that Section 308 (d), title "Publica-
tion of Proposed Laws" of Article III entitled "The Legislative Branch"
of the Charter of Wicomico County, Maryland, be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

Section 308(d) Publication of Proposed Laws. On the introduction
of any bill, a copy shall be placed on [a] THE official bulletin board to be
set up by the County Council, and additional copies shall be made available
to the public, the press, and other news media. THE TITLING OF EVERY
SUCH BILL, STATING THE OBJECTIVES AND PURPOSES
THEREOF, SHALL BE PUBLISHED AT LEAST ONCE IN SOME
NEWSPAPER OF GENERAL CIRCULATION IN WICOMICO COUNTY
WITHIN FIVE (5) DAYS OF ITS INTRODUCTION. Each copy of the
bill shall bear the date it was introduced. [If no public hearing has been
held on a proposed Bill by the County Council in Executive Session, then
such hearing shall be held prior to passage of the same, and at least three
days' notice of said public hearing shall be published in one or more news-
papers in Wicomico County prior to the date thereof.] A PUBLIC HEAR-
ING SHALL BE HELD BY THE COUNTY COUNCIL IN LEGISLATIVE
SESSION AND AT LEAST THREE (3) DAYS' NOTICE OF SAID
PUBLIC HEARING SHALL BE PUBLISHED IN ONE OR MORE NEWS-
PAPERS OF GENERAL CIRCULATION IN WICOMICO COUNTY
PRIOR TO THE DATE THEREOF.

Section 2. AND BE IT FURTHER ENACTED that this Act, having
been approved by not less than four members of the County Council of
Wicomico County, said proposed amendments shall be published by the
Administrative Director in one or more newspapers of general circulation
in Wicomico County once each week for five successive weeks prior to the
next General election or Congressional election occurring after the passage
hereof and at said election the question shall be submitted to the voters
of the County and if at said election the majority of the votes cast on
the question shall be in favor of the herein proposed amendments, such
amendments shall stand adopted and become a part of the Charter of
Wicomico County, Maryland, from and after the thirtieth day following
said election in accordance with Article XI, Section 1102 of the Charter
of Wicomico County, Maryland.
