An Act and Resolution to add a new Chapter 1A, titled "County
Council," to the Montgomery County Code 1965, to prescribe by
resolution, pursuant to Section 116 of the Charter, Rules of Procedure
for the County Council, and to provide for the publication of its
proceedings; and to prescribe by law for the implementation of Sec-
tions 108, 109, 111, 112, 113, 116, 208 and other Sections of the Charter
by providing for the election of County Council officers and their
duties; for the administration or execution of legislation with pro-
cedures and provisions for notice and hearing; for the time, place
and conduct of sessions and meetings, with penalties for the willful
disturbance, and sign limitation; for participation by the public and
news media; for the maintaining of the journal and minutes; for the
safekeeping of permanent records; for the order and methods of
enactment of legislation, including the forms of bills, method of voting,
procedures for executive veto and the overriding of such veto, and the
effective date of legislation; for consideration of the budget and six-
year programs with the methods for implementing executive veto and
