Montgomery County                               2413

of the Montgomery County Code 1965, to follow immediately after Section
2-86 thereof, and to read as follows:

2-86A. Law Enforcement and Criminal Justice Commission.

(a)    There is hereby established the Law Enforcement and Criminal
Justice Commission for Montgomery County (hereinafter referred to as
the "Commission").

(b)    Composition; election of officers; term of members; meetings,
etc.; executive direction.

1.    The membership of the Commission shall be composed of:

(i) The following governmental and/or judicial officers, or their
designees for Montgomery County:

County Executive or his designee
Superintendent of Police, Montgomery County
Chairman, Personnel Board, Montgomery County
Chief Judge, Montgomery County Peoples Court
State's Attorney, Montgomery County
Clerk, Montgomery County Circuit Court

Administrative Judge or his designee, Montgomery County Circuit
Court

Public Defender, Montgomery County.

(ii) Seven non-governmental and/or judicial members who have
special knowledge and dedicated interest in the field to be appointed by the
County Executive subject to confirmation by the County Council.

2.    The Chairman of the Commission shall be designated annually
by the County Executive.

3.    The Vice-Chairman and Task Force Chairmen shall be elected
annually by a majority vote of the Commission.

4.    The members of the Commission provided for under subpara-
graph (b)1(i) shall be permanent members and shall serve until their
successors have been duly appointed or elected and qualified.

5.    The members of the Commission provided for under subparagraph
(b)1(ii) shall serve for a term of four years. Any vacancy occurring in
membership provided for under this subparagraph (b)1(ii) shall be
filled, for the unexpired term, by the County Executive subject to con-
firmation by the County Council.

6.    The Commission shall meet at least once every two months and
its members shall serve without compensation.

7.    The Executive Director and Secretary to the Commission shall be
designated by the County Executive. All clerical and secretarial assistance
for the Commission shall be furnished by the Chief Administrative Officer.

(c)    Functions and duties.

1. The Commission shall inquire into the following matters in Mont-
gomery County and make such studies, conduct such hearings, and request
such information as it deems appropriate for this purpose:
