2-142. Plans for employees' insurance and hospitalization, etc.
The County is hereby authorized and empowered to adopt or install
a plan or system of group health and life insurance and group hospitaliza-
tion in cooperation with the employees or any portion thereof in any
office, agency or branch of the government of the County and with paid
employees of quasi-public corporations engaged in the performance of
governmental functions, such as fire departments and public, library asso-
ciations, supported or financed wholly or partially by taxes levied annually
on all land and improvements and any other property assessed for County
purposes within the respective fire, library and other special tax areas or
districts of such quasi-public corporations, whenever it may deem such to
be advisable in the interest of the health, comfort and welfare of the County.
Section 4. Severability.
The provisions of this Act are severable and if any provision, sentence,
clause, section or part thereof is held illegal, invalid or unconstitutional or
inapplicable to any person or circumstances, such illegality, invalidity or
unconstitutionality, or inapplicability shall not affect or impair any of the
remaining provisions, sentences, clauses, sections or parts of the Act or
their application to other persons or circumstances. It is hereby declared
to be the legislative intent that this Act would have been adopted if such
illegal, invalid or unconstitutional provision, sentence, clause, section or
part had not been included therein, and if the person or circumstances to
which the Act or any part thereof is inapplicable had been specifically
exempted therefrom.
Section 5. Effective date.
This Act shall take effect on December 7, 1970.

An Act to repeal and re-enact, with amendments, Section 31-1 (a)
Chapter 31, titled "Chevy Chase," of the Montgomery County Code
1965, to redefine the boundaries of the Chevy Chase Fire Department,
Inc. District to include Columbia Country Club and Chevy Chase
Club.
Be It Enacted by the County Council for Montgomery County, Mary-
land, that—
Section 1. Section 31-1 (a), Chapter 31, titled "Chevy Chase," of the
Montgomery County Code 1965, is hereby repealed and re-enacted, with
amendments, to read as follows:
31-1. Area defined; annual levy; treasurer's duties and bond; retirement
of employees.
(a) For the purpose of providing funds with which to establish,
maintain and operate a fire department within the area in the Seventh
Election District in the County, particularly designated and described,
and lying and being within the bounds, courses and distances as follows:
Beginning for the same at a point where the center line of Wisconsin
Avenue intersects the northwestern boundary of the District of Columbia;
