Section 1. Subsections (a) and (b) of Section 2-8, Chapter 2, title
"Administration," of the Montgomery County Code 1965, is hereby re-
pealed and re-enacted, with amendments, to read as follows:
2-8. Compilation of laws, ordinances, rules and regulations—Annual
compilation required; preparation and publication; contents.
The county attorney shall prepare, and have published and printed
under his direction, as soon as practicable after June 30, 1970, and of each
year thereafter, a compilation that shall include the following:
(a) Requirements generally; laws enacted during twelve-month
period ending June 30, etc. Laws enacted by the council during the last
previous twelve-month period ending June 30.
(b) Rules, regulations and ordinances. Rules, regulations and ordi-
nances adopted by the council and rules and regulations promulgated by
the county executive during the last previous twelve months' period ending
June 30, general and permanent in character and having the force and
effect of law.
Section 2. Severability.
The provisions of this Article are severable and if any provision,
sentence, clause, section or part thereof is held illegal, invalid, or unconsti-
tutional or inapplicable to any person or circumstances, such illegality,
invalidity or unconstitutionally, or inapplicability shall not affect or im-
pair any of the remaining provisions, sentences, clauses, sections or parts
of the Article or their application to other persons or circumstances. It is
hereby declared to be the legislative intent that this Article would have
been adopted if such illegal, invalid or unconstitutional provision, sentence,
clause, section or part had not been included therein, and if the person
or circumstances to which the Article or any part thereof is inapplicable
had been specifically exempted therefrom.
Section 3. Effective date.
This Act shall take effect on the 76th day following its enactment.

An Act to establish for Montgomery County five Councilmanic dis-
tricts for the purpose of nominating and electing five members of the
Council as required by Section 103 of the Charter of Montgomery
County.
Be It Enacted by the County Council for Montgomery County, Mary-
land, that—
Section 1. (Section 9-2.) Montgomery County, Maryland is hereby
divided into five Councilmanic districts composed of the below described
areas for the purpose of nominating and electing five members of the
Council as required by Section 103 of the Charter of Montgomery County:
Councilmanic District I: Bethesda—Chevy Chase
The northern boundary on this District, beginning at the Potomac
River and running to the District Line, is: the Beltway Route 495 east to
