2330                               County Local Laws

A decision of the board of construction standards may be appealed
to the county board of appeals as are other appeals from decisions of the
building inspector pursuant to section 2-90 (b), Montgomery County Code.

Section 7. Section 84-1, Chapter 84, title "Finance and Taxation," of
the Montgomery County Code 1965, is hereby repealed and re-enacted,
with amendments, to read as follows:

84-1. Financial advisory committee.

(a)    There is hereby created a financial advisory committee com-
posed of six members who shall serve for a period of three years and who
shall be appointed and removed by the county executive with the approval
of the council; provided, that the members first appointed shall serve for
terms of office consisting of one, two and three-year periods. All subse-
quent appointments shall be for terms of three years.

(b)    The financial advisory committee is hereby requested to study
and report to the county executive with its recommendations on the
following:

(1)    The budgeting procedures, both expense and capital, of the
county and other agencies for which the county appropriates money and
ways and means whereby they may be improved.

(2)    Methods for determining priorities for various capital projects.

(3)    Ways and means of reconciling and balancing needed capital
expenditures for succeeding years with future borrowings and revenues
of the county.

(4)    The effect of such borrowings on the credit standing of the
county and the county's debt limit.

(5)    The adequacy of the present debt limit provisions relating to
the county's capacity to borrow, from the standpoint of providing
needed funds and at the same time protection of the county's debt structure,
and what changes may be safely made in such debt limit provisions
including formulas by which the limit be determined.

(6)    The extent to which the financial requirements of the county
are duplicated in other Maryland counties, with a view to proposals for
revision of shared tax receipts which may be expected to gain support
from other parts of the state.

(7)    Fiscal relations between the county and other incorporated
communities and special taxing areas.

(8)    Possible methods to provide other or additional revenue for
the county.

(9)    Recommendation for legislation on the federal, state, or county
level on any matter relating to this study.

(10)    Matters which the county executive may from time to time
request.

(c)    The chief administrative officer shall make available to the
committee whatever facilities and services of the county as may be neces-
sary for it to perform its function.

Section 8. Subsection (f) of Section 85-1, Chapter 85, title "Fire
Departments," of the Montgomery County Code 1965, is hereby repealed
and re-enacted, with amendments, to read as follows:
