amount of the taxes so collected to the treasurer of the Silver Spring Volun-
teer Fire Department, Inc., upon the treasurer giving a corporate bond to
the county, to be approved by the county manager and the county attorney
in a penal sum to be fixed by them, conditioned upon the faithful discharge
of the duties of the treasurer, and, from the amounts so received, the
treasurer, upon authorization by the Silver Spring Volunteer Fire Depart-
ment, Inc., shall pay all proper costs, expenses, claims, and demands neces-
sary for the maintenance, equipment and operation of the fire department,
and shall, upon demand of the council, make a report to the council of such
expenditures."
Section 2. This Act shall take effect on the 76th day following its
enactment.

An Act to add a new Chapter 79A, title "Building Contractor's
License," to the Montgomery County Code 1965, to provide for the
licensing and regulation of residential building contractors within
Montgomery County; for the creation of a board of registration for
building contractors to administer the granting, denial, revocation,
and suspension of licenses; for the bonding of such contractors; stand-
ards for the granting, renewal, denial, revocation or suspension of
such licenses; for an appeal to the Board of Appeals from actions of
the board of registration; and providing penalties for the violation
of the Act.
Be It Enacted by the County Council for Montgomery County,
Maryland, that—
Section 1. A new Chapter 79A title "Building Contractor's License,"
to follow immediately after Chapter 79, Montgomery County Code 1965,
be and is hereby enacted to read as follows:
Chapter 79A. Building Contractor's License.
Sec. 79A-1. Definitions.
Director. The term "director" shall mean the director of the depart-
ment of inspection and licenses.
Person. The term "person" shall include any person, firm, copartner-
ship, corporation, association, or other organization or combination hereof.
Building Contractor. The term "building contractor" shall mean any
person, firm, copartnership, association, or corporation, or other organ-
ization or combination thereof that for a fixed price, commission, fee or
percentage undertakes to bid upon, or accepts or offers to accept, orders or
contracts for performing or superintending the building or construction of
any building or structure that is designed to be used as a residence or
dwelling, or who constructs for sale any building or structure for occu-
pancy as a residence or dwelling.
Home Improvement. The term "home improvement" shall mean the
repair, replacement, remodeling, alteration, conversion, modernization,
improvement, or addition to any land or building, or that portion thereof
which is used or designed to be used as a residence or dwelling place; and
