WAIVE ANY OF THE REQUIREMENTS OF THIS ACT AND ISSUE
SUCH PERMITS AS HE DETERMINES TO BE PROPER.
Section 2. Be it further enacted by the County Council of Howard
County, Maryland, That this Act is hereby declared to be an emergency
measure and necessary for the immediate preservation of the public health,
safety and welfare and having been passed by the affirmative vote of two-
thirds of the members elected to the Council, the same shall take effect
from the date of its enactment.
This Bill, having been approved by the Executive and returned to the
Council, stands enacted on May 11, 1970.

An Act to add Section 17.224 to Title 17, "Public Works," subtitle
"Public Utilities" of the Howard County Code, to enlarge the Metro-
politan District of Howard County, pursuant to Section 17,201 of
the Howard County Code; in order to incorporate certain lands
belonging to Albert Schaffner et al, Howard Research & Development
Corporation, the Board of Trustees of Howard Community College,
and Hayes Property Partnership; the said property owners being the
petitioners.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HOWARD COUNTY, MARYLAND, That Section 17.224 be and the same
is hereby added to Title 17 of the Howard County Code, title "Public
Works," subtitle "Public Utilities," to read as follows:
17.224—Additions to Metropolitan District
That the following described and referred to parcels of land shall be
incorporated into the Metropolitan District of Howard County as of July
1, 1970:
(1) Property owned by Albert Schaffner, et al, and identified and
described as Parcel 68 and Parcel 72 as shown on Tax Plat No. 29 of
Howard County, the two parcels containing 33.56 acres more or less and
being located on the east side of Cedar Lane. Title references—231/493
and 262/36.
(2) Property owned by Howard Research and Development Cor-
poration and being the following described and referred to eight (8)
parcels of land:
