Section 3. And be it further enacted by the County Council of Howard
County, Maryland, That this Act shall take effect sixty (60) days after
it stands enacted.
This Bill, having been approved by the Executive and returned to the
Council, stands enacted on March 10, 1970.

An Act repealing Section 3.400 and adding Sections 3.403, 3.404,
3.405 and 3.406 to the Title 3 of the Howard County Code, title
"Buildings," subtitle "Plumbing Code," PROVIDING FOR THE DE-
LETION OF GENERAL GAS REGULATIONS AND, providing for
the administration and enforcement of the Plumbing Code AND
GAS REGULATIONS, and the adoption of rules and regulations
pertaining thereto, the licensing and bonding of plumbers, the grant-
ing of permits for plumbing work, and the inspection of plumbing
work.
Section 1. Be it enacted by the County Council of Howard County f
Maryland, THAT SECTION 3.400 BE REPEALED AND, That Sections
3.403, 3.404. 3.405, and 3.406 be and they are hereby added to Title 3 of the
Howard County Code, Title "Buildings," subtitle "Plumbing Code," to
read as follows:
[3.400 Plumbing Code
The Howard County Plumbing Code and Rules and Regulations govern-
ing plumbing and drainage work, dated January 1, 1969, as printed and
published by Howard County Central Services, Court House, Ellicott City,
Maryland, excluding GA 100 through GA 200.24 pages 1 through 11 of the
Howard County Gas Fitting Regulations is hereby adopted by reference
as the Plumbing and Gas fitting Code for Howard County.]
3.403—Administration and Enforcement of the Plumbing Code
The Plumbing AND GAS FITTING Code of Howard County shall
be administered and enforced by the Chief, Bureau of Licenses, Inspec-
tions, and Permits, DIRECTOR, Department of Public Works. The Direc-
tor of Public Works may cause to be prepared appropriate rules and regu-
lations concerning the administration and enforcement of the Plumbing
Code and the licensing REGISTRATION of persons engaged in the plumb-
ing business, provided, however, that no such rule or regulation shall
be effective until IT HAS BEEN SUBMITTED TO THE PLUMBING
CODE ADVISORY COMMITTEE FOR THEIR COMMENTS AND UN-
TIL approved by Resolution of the County Council after a public hearing
thereon. THE SUBMISSION TO THE PLUMBING CODE ADVISORY
COMMITTEE SHALL BE MADE AT LEAST SIXTY DAYS PRIOR TO
SUBMISSION TO THE COUNTY COUNCIL. In event of disputes con-
cerning the administration of interpretation of any part of the Plumbing
AND GAS FITTING Code or the rules and regulations adopted pursuant
to this subtitle, the Director of Public Works shall make a written find-
ing, WITHIN THIRTY (30) DAYS FROM DATE OF A WRITTEN RE-
QUEST THEREFORE, interpretation, or decision, which shall include
reasons and shall be binding on all parties in interest. Any party in interest
aggrieved by the Director's decision may take an appeal to the Board of
Appeals within thirty (30) days of the issuance of the said decision.
