2134 Municipal Charters
Section 1. Be it Resolved, Ordained and Enacted by the Mayor and
Town Council of Morningside by authority of Article XI E of the Consti-
tution of Maryland and of Article 23A of the Annotated Code of Mary-
land (1957 edition, as amended) that Section 52-47 of the Prince George's
County Code of Public Local Laws, 1963 edition as amended, be and the
same hereby is repealed and new Section 52-47 is hereby enacted in lieu
thereof, to read as follows:
52-47. When taxes are overdue.
The taxes provided for in this Charter shall be due and payable on the
first day of July in the year for which they are levied and shall be overdue
and in arrears on the first day of the following October. They shall bear
interest while in arrears, at the rate of one per cent (1%) per month there-
after. All taxes not paid and in arrears after the first day of the following
January shall be collected as provided in the following section.
Section 2. And be it further resolved, ordained and enacted that this
resolution shall become effective fifty (50) days from the date of the enact-
ment on the 30th day of October, 1970 and that a copy of this ordinance be
published in at least one newspaper of general circulation within the Town
not less than four (4) times at weekly intervals within the period at least
forty (40) days after the adoption of this resolution, subject to petition
for referendum as provided by law.

Charter Amendment Resolution No. 70-5
Community Antenna Television
Whereas the installation of a Community Antenna Television system
within the corporate limits of the City of New Carrollton may benefit and
serve the residents of the City, and
Whereas the Mayor and City Council wishes to provide by license or
franchise for the orderly installation and operation of any such system,
and
Whereas the Mayor and City Council now proposes to amend the City
Charter to expressly provide the authority to license or franchise a Com-
munity Antenna Television System,
BE IT THEREFORE RESOLVED by the Mayor and City Council of
the City of New Carrollton that Section 11 of the Charter of the City of
New Carrollton is hereby amended as follows:
"SECTION 11. GENERAL POWERS.
(a) Ordinances. The Mayor and Council shall have power to enact
all just and reasonable ordinances, consistent with the laws of this State,
to make effective all of the provisions of this Charter, to provide the Town
with good government, to preserve the public order, and to safeguard the
health, morals, and general welfare of its citizens; to license, in a manner
