Resolution of the Mayor and Council
of Hurlock to amend the Town Charter
RESOLUTION of the Mayor and Council of Hurlock adopted pur-
suant to the authority of Article 11-E of the Constitution of Maryland
Article 23-A of the Annotated Code of Maryland (1957 Edition), title
"Corporations-Municipal," to amend Section 296, Code of Public Local
Laws of Dorchester County, (1961), "Voters; qualifications" to provide
that all citizens of the State of Maryland over twenty-one years of age
who own for twelve months next preceding an election lands assessed
for at least one thousand dollars within the corporate limits of said
town shall be entitled to register and vote at any town election.
Section 1. Be It Resolved by the Mayor and Council of Hurlock that
Section 296 of the Code of Public Local Laws of Dorchester County (1961),
being the Charter of the Town of Hurlock, be and the same is hereby re-
pealed and reenacted with amendments to read as follows:
296. Voters; qualifications.
All inhabitants of said town over the age of twenty-one years who
have resided within the corporate limits of Hurlock six months immediately
before the holding of any such election, and all citizens of [Dorchester
County] the State of Maryland over twenty-one years of age who own for
twelve months next preceding such election lands assessed for at least one
thousand dollars within said limits shall be entitled to register and vote
any town election.
Section 2. And Be It Further Resolved by the Mayor and Council of
Hurlock that the date of adoption of this Resolution is October 14,1969; and
the Amendment of the Charter of the Mayor and Council of Hurlock hereby
enacted shall become effective on December 3, 1969, unless a proper peti-
tion for a referendum hereon shall be filed as permitted by law, provided a
complete and exact copy of this Resolution shall be continuously posted at
the Town Hall of the Town of Hurlock until December 3, 1969, and pro-
vided further that a copy of the title of this Resolution shall be published
in the "Dorchester News," a newspaper of general circulation in the Town
of Hurlock, or in any other newspaper of such general circulation, once in
each of the weeks of October 16, October 23 and October 30,1969.
Section 3. And Be It Further Resolved by the Mayor and Council of
Hurlock, that the Mayor of Hurlock is hereby specifically enjoined to carry
out the provisions of Section 2 hereof and as evidence of such compliance,
the Mayor shall cause to be affixed to the minutes of this meeting appro-
priate certificates of publication of the newspaper or newspapers in which
the title of this Resolution shall have been published and shall declare the
Charter amendment hereby enacted to be effective either on December 3,
1969, or following a favorable referendum thereon, by affixing his
signature hereto in the space provided on the effective date of such
amendment.
Section 4. And Be It Further Resolved by the Mayor and Council of
Hurlock, that as soon as the Charter amendment hereby enacted shall
become effective, either as herein provided or following a referendum, the
Mayor shall send separately by registered mail, to the Secretary of State of
Maryland and to the Department of Legislative Reference of Maryland a
